Youth invited to sign letter to disband NATO

. .DISARMAMENT & SECURITY. .

An invitation from the International Network to Delegitimize NATO

Youth are invited here to sign the following letter addressed to NATO Secretary General Jens Stoltenberg,

We want to voice our opposition to the fact that you will host the NATO 2030 Youth Summit on November 9th.

As young people concerned about our future and the future of our planet, we are very concerned that the focus of the event is ‘keeping NATO strong militarily, making it stronger politically and more global’. We do not believe that strengthening NATO is the best way to secure our future. Instead we would like to see NATO disbanded.

One of the main challenges of the 21st century is to reimagine our concept of security. We are living in the midst of the Covid-19 pandemic, of unfolding climate change disaster and racial unrest. Addressing these challenges is the priority, by working alongside the international community and cooperation of the people, not strengthening a nuclear-armed military alliance that provokes mistrust and conflict.

NATO is committed to an interventionist military agenda and causes instability across the globe.

Best wishes,

UN 75 online festival in UK : Peace and security workshop

FREE FLOW OF INFORMATION

Based on information from Announcement of online festival for UN 75th anniversay and workshop results received by email from David Wardrop

A festival marking the UN’s 75th anniversary and addressing the overwhelming insecurity induced by Covid-19 was sponsored on October 18 and 24 by the United Nations Association of London, Peace Child International and the Polden Puckham Charitable Foundation. Here are the results from the peace and security workshop.

For improvements in issues such as health, food, the economy and the environment and digital transparency and equity to gain a firm hold in the community, the presence of peace is vital. To show how we approach this challenge, we use the UN’s Culture of Peace Initiative to break down peace into manageable elements. These are Education for Peace; Sustainable Development; the Equality of Women; Human Rights; Disarmament and Security; Democratic Participation; Tolerance and Solidarity; and the Free Flow of Information. The UN General Assembly proclaimed 2001-2010 to be the UN Decade for the Culture of Peace.

1 Education for Peace
Need for capacity development Education, by its nature, shapes and transforms society, playing a key role in peacebuilding. Capacity development issues for conflict prevention should aim to improve individual skills and organisational procedures, mitigating the risk of conflict. It must also assist educational planners on conflict prevention measures , ensuring they have skills and knowledge necessary for the development of curricula that reflect principles of peacebuilding, tolerance and human rights.
Strengthening the role of youth Education policy-makers and planners can benefit from emerging thinking on how young people learn to adapt their education and training systems as part of the technological age, and thereby help them become leaders and role models in society both within and outside school. Youth can be mobilised to contribute to conflict prevention and peacebuilding activities with different groups of students, acting as mentors and mediators to younger children and peers, participating in intra-community projects, especially in sensitive areas, and humanitarian and emergency aid, taking on electoral responsibilities, and managing cultural of peace centres.

2 Sustainable Development
Security Council: an obstacle The UN Security Council’s delay in support the Secretary-General’s call for a Global Ceasefire shocked all, especially as UNICEF reported 250 million children caught in the armed conflict. That impasse hindered sustainable development in many ways. The UN’s 70-years old Uniting for Peace resolution, first used in 1950 when the Security Council failed to act, allows the General Assembly to take over in such cases and ‘use all means to maintain international peace and security’. Further use of the Uniting for Peace option could make it clear to the five permanent member states that they should reform – or get out of the way.
Smart Sustainable Cities In 30 years, 70% of us will live in cities so the Smart Sustainable Cities project offers an effective solution to the world’s growing population. By integrating technology with sustainable management strategies, we can utilise resources more efficiently. A healthier environment, optimised traffic flow and sanitation systems, can give cities in developed and developing countries the chance to reduce the knowledge gap. This resonates with the UN’s SDGs, and with civic leadership, an important condition for the Culture of Peace Initiative is secured.

3 Equality of Women
Women on the front foot Whereas the UN’s challenge had traditionally been the protection of women, it agreed in 2000 a new approach, to bring women to the forefront in overcoming the challenges to peace, especially in peacekeeping. In 1993, women made up 1% of UN peacekeepers, now 6%, and 10% in UN police but for 2028, it plans to raise these to 15%, and 20% in police units. To expedite this, the UN will bring in better recruitment, retention and training and provide better accommodation, sanitation, health care and protective equipment.

Women on the front line These initiatives help women from the communities where the UN peacekeepers are deployed. The claim, once thought as extravagant, that ‘There is no sustainable peace without the full and equal participation of women’ is now accepted. In Sudan, it was brave women who were the driving force in the protest movement. In African SADC states , 50% of election candidates must be women. Women leaders in African states are true game changers. We must support them.

4 Human Rights
Support the UN Peacebuilding Commission Early operationalising of pre-emptive conflict prevention can work towards an ideal environment of ‘Positive Peace’ in which elevated economic and societal outcomes, paired with a diminished number of grievances, lowers levels of violence and the will to resort to it. Positive peace can be easily understood as a society free from the structural problems that would lead its citizens to resort to violent actions.
Expand Accountability Mechanisms to Defend International Human Rights Through building on initiatives such as the Responsibility to Protect, UN member states must commit to upholding human rights standards, initiate unanimous international reactionary efforts when violations begin to occur, and cultivate a normative shift towards a culture that rejects human rights violations and resort to conflict as viable options.

5 Disarmament and Security
Support the #ICANSAVE My City campaign By happy chance, UN Day witnessed the ratification of the 2017 UN Treaty on the Prohibition of Nuclear Weapons and was welcomed by many. The most effective support for this is through the #ICANSAVE MY CITY campaign started by ICAN which was awarded the 2017 Nobel Peace Prize. Using social media, all should campaign for their own city to join the programme
Lethal Autonomous Weapons (killer robots) Young people should support initiatives like Pugwash, currently organising an ethical science festival for young people and extending their mission beyond nuclear weapons to tomorrow’s horror weapon, the killer robot. University UN societies across the country could lead workshops for younger people in the surrounding areas.

6 Democratic Participation
Youth involvement More than ever before, the UN seeks to link with today’s youth. Research shows that the young and those in developing countries are more optimistic about the future than their elders. And yet, new surveys report young people in the USA, UK and Australia are questioning the value of democracy. In response, we must ensure youth is represented even in the highest fora, starting with a UN Youth Council, despite local and national cultural obstructionism.
Listening to minorities The Black Lives Matter initiative challenges even the liberal minded to review perceptions of others.
Communities link up worldwide The Open Government Partnership linking governments and civil society in 78 countries encourages rich and poor to showcase successful case studies and identify ‘bright lights’, those communities which are exemplars of reform. More voices, more progress.

7 Tolerance and Solidarity
Tolerance Tolerance is an important peacemaker being not the indifference we sometime show another, rather by showing curiosity in the other, a desire to understand the other side of the argument. Be the first to try to understand the other person!
Solidarity When the UN was founded, all had lived through a pandemic, a global depression, genocide and world war. They knew all about solidarity. How do we rate? Some countries took months to show such solidarity in joining the COVAX p rogramme even though ‘vacci-nationalism’ is not only unfair, but self-defeating. In preparing for the next pandemic, let’s show the same solidarity as shown in 1945.

8 Free Flow of Information<
Sharing best practice. Much media work in conflict management has focused on the media sector itself rather than examining its interplay with sub-systems and the overall system, itself in danger of overlooking necessary linkages between peacebuilding and state-building institutions and media institutions. To generate more effective media development in post-conflict environments, especially where internet access is poor, media-military dialogues can assist build trust and understanding between these two sectors and beyond, to the communities they serve.
Media regulatory reform This should play a role in political settlements in fragile states. The regulatory framework should accommodate proportionate political coverage of parties and mechanisms to include minority political and cultural interests. There must be clarity in setting guidelines for licenses to accommodate all media actors, including the small and independent.

Questions for this article:

How can culture of peace be developed at the municipal level?

(continued from left column)

“These conferences have been of great interest to us, because they follow the same strategy that the City Council of l’Alfàs has been promoting for years, spreading the Culture of Peace through mediation in the educational and family sphere with workshops, courses and conferences aimed mainly at the educational community,” explained Isabel Muñoz.

L’Alfàs del Pi is a pioneer in the application of mediation in conflict resolution in the school environment, a project aimed at improving coexistence in classrooms and preventing violent attitudes. The school mediation program began a decade ago at IES L’Arabí and, given the good results, in 2015 it was extended to the three public Primary schools: Veles e Vents, Racó de l’Albir and Santíssim Crist del Bon Encert.

Following in the same vein, the City Council of l’Alfàs promoted four years ago the creation of a mediation service for families from the educational field whose main objective is to promote a climate of dialogue that enriches coexistence in the family environment.

The Councilor for Cooperation and Volunteering has reiterated “the commitment of l’Alfàs del Pi to the Sustainable Development Goals and the 2030 Agenda’, for which different activities and initiatives are promoted throughout the year.

L’Alfàs del Pi joined the Fons Valencià per la Solidaritat in 2019, an association in which more than a hundred municipalities of the Valencian Community are integrated to develop cooperation projects for development and awareness and education in values.

SVIATOHIRSK, DONETSK REGION, UKRAINE

On September 21, 2020, the feast of the Nativity of the Blessed Virgin Mary and the International Day of Peace, the International Forum “People of Peace” took place in the Holy Dormition Svyatogorsk Lavra. This was reported by the Information and Education Department of the Ukrainian Orthodox Church. The decision to continue the peacekeeping initiatives of the Ukrainian Orthodox Church to end the armed conflict in Donbas and in this regard to hold the forum “People of Peace” was made by the Holy Synod of the UOC on August 17 . The initiative was supported by representatives of civil society – residents of Donbass and other regions of Ukraine who are not politicians and do not represent political institutions. As His Beatitude Metropolitan of Kyiv and All Ukraine Onufriy emphasized, the idea of the Forum is to include in the negotiation process in Donbass ordinary people who were directly affected by the war in eastern Ukraine. . . Metropolitan Arseniy of Svyatogorsk thanked Metropolitan Anthony for the joint service, drawing attention to the mission entrusted to the Head of the UOC Affairs with the blessing of His Beatitude Metropolitan Onufriy. “Blessed are the peacemakers,” says the Lord. We dare to take on the title of peacemaker, so as not to renounce the great title of sons of God. Bishop Anthony came to support from the Council of Bishops of the Ukrainian Orthodox Church, which from the first days of trouble was the mother of the people, when it received refugees, sent humanitarian aid, sent money, clothes – everything that refugees in our Lavra needed. Our Church was, is and will be a mother.” Bishop Arseniy also stressed that the Church, according to modern sociology, is trusted by more than 76% of the population of Ukraine.  . . . His Beatitude Metropolitan Onufriy named the main purpose of the event.
“The purpose of our communication today is, on the one hand, to show the common people and their suffering, and, on the other, to show a strong desire for peace.”
His Beatitude also proposed a number of principles on which to build a cause of harmony and reconciliation. The first step towards peace, he said, should be to establish human communication between the two sides of the conflict. Next – identifying the common, what unites, not divides, and focusing on it. The end of the peace process should be mutual forgiveness. . . Bishop Anthony shared his experience of meeting with children-migrants in the Svyatogorsk Lavra: “Many of them grew up in the Lavra, some were even born here. Many of them do not know the comfort of home. Yes, the Church has sheltered people, but we understand how important the role of our father’s house, the warmth of our father and mother, plays in our lives. And when children distinguish, unfortunately, which bullet whistles from which weapon, it’s very scary. That is why the most important thing for us is to do everything so that their future is peaceful, so that they no longer know the experiences that are in their lives. ” The hierarch also expressed hope that the voice of the Church, as the voice of the people, will be listened to by those on whom peace in Donbass especially depends. “We would very much like politicians to listen to the voice of the Church,” said the UOC Affairs Manager. – The voice of the Church is the voice of the people. It is possible that we have approached the principle of gathering without politicians, although we understand that this issue cannot be resolved without politicians. ”

The same message was expressed by the ataman of the Chervonopartisan branch of the international Cossack association “The Great Brotherhood of Cossack Troops” Nikolai Kozharin:  . . . during the event, poems from the poetess Irina Lobanova and young Kira Ryabova, as well as a song from the exemplary vocal ensemble “Prestige” were performed. DONBASS

Every year on September 21, the public celebrates the International Day of Peace. Ukraine has long celebrated such holidays and the fact is that on this day it is forbidden to shoot. So, even this early morning from the side of the armed formations of Ukraine, a sniper shot was fired towards the village. Unfortunately, the situation along the contact line continues to escalate. The Minsk protocols, the “Normandy format”, the disengagement of forces and equipment – all these are just fine words. Convenient rhetoric for politicians, for which innocent residents of settlements along the contact line pay with their lives and health. Thus, Ukraine once again shows its unwillingness to resolve the military conflict in Donbass peacefully, it will do everything in order to destroy the infrastructure of Donbass as much as possible. The crimes of the Ukrainian military against civilians have no statute of limitations. When the UN Secretary General strikes the Peace Bell, think about the future of Ukraine and the need to moderate fervor, hide your ambitions and maximalism, and think about the main need and right of every person – the right to peace.

We will all be to honor the memory of those who gave us peace “, – Victoria Tarasova, chief specialist of the Krepensky village life support department, addressed the action participants. This topic for discussion on the International Day of Peace was not chosen by chance, because it is the universal, unswerving observance of human and civil rights and freedoms that is the key to ending wars and armed confrontations on the planet. The meeting of the Ombudsman with the NOP students lasted over two hours, the conversation was emotional and productive.

LUGANSK

Social activists of the Republic on the International Day of Peace honored the memory of the Lugansk people who died as a result of shelling from the Kiev security forces. The participants of the event honored the memory of the victims with a minute of silence, and then laid flowers at the memorial “We will not forget, we will not forgive”, installed at the site of the mass grave of residents of Lugansk. . . Deputy Minister of Foreign Affairs of the LPR, Chairman of the Special Commission for Recording and Collecting Evidence of Crimes of the Military-Political Leadership of Ukraine, Chairman of the Board of the NGO Memorial Anna Soroka noted with regret that, despite the existence of carefully spelled out international legislation aimed at preventing military conflicts, Donbass continues to “sound the weapon”. “We cannot just stand aside and look at what is happening here. Donbass, like no other land, now understands the price of all these calls, the price of all these acts, conventions and loud statements,” she said. Soroka recalled that the war in Donbass has been going on since 2014, while shelling from the Ukrainian Armed Forces does not stop even on Peace Day. “We demand that we be heard, we demand that our appeals and claims by all international instances are objectively studied and a fair assessment is given to them,” the deputy minister called on international organizations.

During this period, 21 civilians of the cities of Stakhanov, Irmino and Almaznaya, including children, were killed, almost 60 were wounded. I really want to believe that someday on our territory, as before, it will be quiet and calm, and instead of cannon fire of guns, explosions of shells, we will hear carefree children’s laughter. We know the value of peace, and I sincerely wish peace on our land to come as quickly as possible, ” said Zhevlakov. GRENOBLE, FRANCE

Peace march. Departure: Place St Bruno, in Grenoble (in front of the small amphitheater) at 10 a.m.
Arrival: Place Lavalette (in front of the new museum)
This March of Peace, which is part of the International Day of Peace on September 21, decided by the UN 20 years ago, will be repeated that same day in dozens of cities in France, as well as in many foreign countries.
It intends to demonstrate the will for peace which drives many of our fellow citizens, in France and elsewhere. Isère does not intend to be outdone of this fine ambition, undoubtedly the noblest of all.
This march also aims to put pressure on our government to sign (finally) the Treaty on the Prohibition of Nuclear Weapons (TIAN) adopted by a majority of States in 2017, but snubbed by our country until then. All that is needed is the signature of six countries for this treaty to have binding legal force at the international level. Now is not the time to relax our civic effort …
The more of us there are on this occasion, the greater will be our political force.
We will be free to bring the banner of our imagination, or even our favorite musical instrument.
Naturally, in doing so, we will respect all the prophylactic rules imposed by the current epidemic: protective masks, distancing; we will occupy all the space that will be suitable for this purpose.

This intervention is related to the story of the Japanese girl Sadako Sasaki. Shee was only 12 when she died of the effects of her exposure to the Hiroshima atomic bomb. While she was hospitalized, she got to know the legend of the thousand “tsurus” and the wish she could see fulfilled. Sadako cultivated the hope that the gods would grant her healing and then went on to make origami. She died on October 25, 1955, before completing the thousand “tsurus”. Sadako turned out to be the symbol of the civilian victims of the nuclear war. “A child, like so many others, victims of a war she didn’t understand”, lament the elements of Agora Aveiro, in the information panel that accompanies the installation of the “tsurus”.

The Peace Cranes initiative that WCIA and UNA Exchange are participating in alongside our global partners in the International Volunteering Alliance, CCIVS and UNESCO, is inspired by the story of Sadako Sasaki – a child survivor of the Hiroshima Nuclear Bomb on Japan. Sadako set out to create a thousand paper cranes, wishing for a world without war – but following her death from radiation poisoning in 1955, children (and adults alike) have continued her wish worldwide to this day.
Members of the WCIA team and volunteers each created cranes to form a colourful sculptural ‘flock’ reflecting WCIA’s peace pathways – 7 themes of internationalist action (remembering war, opposing conflict, offering sanctuary to refugees, championing women and equalities, building international solidarity, inspiring future generations, and working in collaboration).

France: Declaration of the National Collective: March for peace 2020

FREE FLOW OF INFORMATION

Statement by the national collective “En Marche pour la paix” on the occasion of the International Day of Peace (September 21) and the United Nations Day for the Total Elimination of Nuclear Weapons (September 26, 2020)

Saturday, September 19 “Together for Peace and against climate change, for social justice and human rights, for nuclear disarmament”

The Covid-19 pandemic has made it clear that the destiny and interest of all humanity is at stakr. In the face of predatory forces, driven by neoliberal globalization, seeking to make immediate profits from all human activity, and to preserve their stranglehold on the world through an unprecedented increase in military spending, the mobilization of all citizens has become the order of the day.

In France, this crisis has highlighted the inadequacy of the means made available to public health services, social divisions that are unacceotabe and an economy incapable of providing rapid and effective solutions to deal with the pandemic.

The urgent need for new policies to ensure human security (physical, health, economic, ecological and social) for populations in France and around the world is understood and shared by a growing number of people and organizations. Faced with this pandemic, everywhere in the world, the potential for creativity and solidarity to cope has been revealed, but also an awareness of the harmfulness of a certain number of political choices and of the need for human resources and financial resources allocated as a priority to economic, social, health and ecological security and to the well-being of populations through a consequent reduction in world military expenditure which in 2019 reached the level never reached of 1917 billion dollars in 2019 (1624 billion euros).

In this context, the national collective “En Marche pour la paix” has decided, as in previous years, to contribute to the success of the International Day of Peace (September 21) and the United Nations Day for the Total Elimination of Nuclear Weapons. (September 26).
Everywhere in France, on Saturday, September 19, let’s organize Marches for Peace and various public initiatives to allow the expression of popular demands:

* for peace and against climate change,
* for social justice and human rights,
* for nuclear disarmament.

More than ever it is necessary to cry out loud and clear: Stop wars, Stop violence, Stop misery, Stop injustices. Together, let us act to shape peace and the development of a culture of peace through the construction of a united world, free from all weapons of mass destruction including nuclear weapons, a fairer and more human world. Humanity’s future has no other path than peace.

In addition to marching for eace, the collective “En Marche pour la paix”

* Will address all elected officials, whether parliamentarians or mayors, to highlight these emergencies,

* Will organize a videoconference on Friday September 18 from 6 p.m. to 8 p.m. to allow expression of the diversity of organizations calling for the success of the International Day of Peace and the Marches on September 19,

* Will organize a videoconference with international participation on Saturday September 26 from 4 p.m. to 6.30 p.m. in order to underline the urgent need for ratification of the Nuclear Weapons Ban Treaty adopted at the UN on July 7, 2017 by a grand number of States and in particular by States possessing nuclear weapons,

* Will address all the embassies present on French territory to ask that States everywhere respect the peoples’ aspiration for peace and international law with regard to the elimination of all weapons of mass destruction and for the allocation of funds for the achievement of the objectives of sustainable development, protection of the planet and human security in the economic, health, ecological and social dimensions,

* Will ffirm its solidarity with all social struggles that carry the values and objectives of the 8 areas of Culture of Peace, the Sustainable Development Goals and the conclusions of the Paris climate conference.

‘Stop Lukashenko’: Hundreds of Thousands Protest Against Belarusian Leader for Eighth Straight Day

Hundreds of thousands of protesters gathered in Belarus on Sunday [August 16] for an eighth straight day of anti-government demonstrations a week after Alexander Lukashenko, who’s ruled the country since 1994, claimed victory in an election widely viewed as fraudulent.

Protesters in Minsk held signs reading “We want fair elections,” “Stop Lukashenko,” and “Stop the violence.”

A pro-government rally also took place in the capital, though that crowd’s estimated size of roughly 10,000  was a fraction of the roughly 200,000 that came out for the opposition action.

From Politico:
In a rambling speech to his backers, Lukashenko gave no indication he was prepared to give way. He insisted that the August 9 election—widely considered a fraudulent vote that gave him an 80 percent victory—won’t be held again.

The Associated Press reported:

During 26 years in office, Lukashenko has repressed opposition figures and independent news media. But this year, protesters fed up with the country’s declining living standards and Lukashenko’s dismissal of the coronavirus pandemic have posed the biggest challenge to his rule.

Amnesty International warned  last week that Belarusian authorities were carrying out a campaign of torture and mistreatment against the anti-government demonstrators.

“For days the world has watched in horror as police in Belarus fire rubber bullets and tear gas, into crowds of peaceful protesters. It is now becoming increasingly clear that the bloody scenes on the streets of Belarus are just the tip of the iceberg,” Marie Struthers, Amnesty International’s director for Eastern Europe and Central Asia, said in a statement Thursday.

“Former detainees told us that detention centers have become torture chambers, where protesters are forced to lie in the dirt while police kick and beat them with truncheons. They described being stripped naked and subjected to sadistic beatings while listening to the screams of other victims,” said Struthers. “These are people whose only ‘crime’ was to take to the streets in peaceful protest.”

“What we are seeing in Belarus is a human rights catastrophe that demands urgent action,” she said.

Mayors and Ecologists on the Left in France: A “tour de force”

. . DEMOCRATIC PARTICIPATION . .

An article by Florent Le Du in L’Humanité (reprinted by permission) (translation by CPNN)

About twenty socialist, environmentalist and communist mayors gathered in the Loire Valley on Tuesday to build a network for sharing ideas and building common projects. Without aiming for the presidential election, they assure.

Among the mayors meeting in Tours on July 21, from left to right: Léonore Moncond’huy (Poitiers), Eric Piolle (Grenoble), Emmanuel Denis (Tours), Anne Hidalgo (Paris) and Johanna Rolland (Nantes). Guillaume Souvant / AFP

One hundred years after the famous Congress, Tours was once again, on Tuesday, at the heart of the debates of the Left, for a day. Green-pink-red elected officials – mayors, deputies or metropolitan presidents of twenty-one cities – gathered there for a working seminar, at the invitation of the new municipal councilor, Emmanuel Denis, who wishes to create a federation of town halls for “social ecology”. Anne Hidalgo (PS, Paris), Bruno Bernard (EELV, metropolis of Lyon), Nathalie Appéré (PS, Rennes), Johanna Rolland (PS, Nantes), Éric Piolle (EELV, Grenoble), and Léonore Moncond’huy (EELV , Poitiers) notably made the trip.

This meeting is a foreshadowing of the future, said the mayor of Tours. The voters have sent a clear message: they want an acceleration of the transition to renewable energy. Synergies must be set up between these cities, especially those that are ecologically advanced, a network of humanist cities.”

Three central themes

Ecology was widely discussed during this meeting, with the issues of 5G, clean transport, the development of bicycle networks, ecological transition and waste treatment. Beyond the environmental issue, elected officials also worked on the city’s policies in terms of youth and precarious employment, integration of working-class communities, reception of refugees, housing and a social and solidarity economy.

Question related to this article:

How can culture of peace be developed at the municipal level?

(article continued from left column)

“We spent the morning sweeping through the various topics around three central themes, which are solidarity, ecology and citizenship. For each of these subjects, it will then be necessary to have regular exchanges in order to build real common projects, continue to be inspired by what colleagues are doing and weigh in order to remove certain constraints”, explained Gaylord Le Chequer, deputy to the PCF mayor of Montreuil, Patrice Bessac.

“An ambiguity”

The Tours gathering is therefore the birth of a network for the convergence of ideas, exchanges of good practices and mutual aid. It is not a new movement with the Élysée in the sights, say the elected officials present. A few days ago, in the Journal du dimanche, the president of the metropolis of Lyon, Bruno Bernard, had mentioned “an ambiguity” on this subject and a need to “clarify things”. “This has been done, no personal ambition or prospecting for the future of national politics has been put forward,” he said on Tuesday at the end of the first half-day of work.

However, this network of left mayors has an interest in having a national resonance, according to Nathalie Appéré, PS mayor of Rennes: “We are not building a new left here, but a left of the territories which will have to be heard at the national level. It is essential to remove certain blockages, particularly on the ecological transition. We have battles to take to the government. According to Anne Hidalgo, “obviously, this convergence must also make it possible to transform 21 votes of mayors into one. We are decentralizers. We must finally get out of this archaism in which our country has been immersed for a very long time, this Jacobinism, this Colbertism, which means that everything is decided at the level of the ministries in Paris. ”

“Congress of Tours reversed”

Hidalgo, the elected mayor of Paris, had already announced, on the eve of the second round of municipal elections, the transformation of its “Paris en commun” platform into a “lasting political structure” with the objective of creating a “federation” with a view in particular to preparing the next electoral deadlines. Until then, all of the questions discussed during the Touraine seminar will then be divided into working groups. “With the health crisis we have become accustomed to meeting remotely, this is what we will do very regularly with all the mayors gathered here, and others like Michèle Rubirola in Marseille”, explained Emmanuel Denis. . Regular meetings like yesterday’s are also planned “in order to maintain momentum and never lose the connection”. The mayor of Touraine hopes to be able to hold this rally again in his city at the end of the year: “Since the split of the left took place in December 1920, we can celebrate this centenary by uniting it again. A sort of inverted Congress of Tours.

‘Incredible Green Wave’ in French Elections Celebrated as ‘Mandate to Act for Climate and Social Justice’

. . SUSTAINABLE DEVELOPMENT . .

“It’s an incredible green wave.”

That is how Yannick Jadot, a European Parliament lawmaker from the Europe Écologie Les Verts (EELV) Party, described a slate of victories for the Greens in the second round of local French elections on Sunday.

Photo of Anne Hidalgo from France24

The second round of voting, which followed the first round on March 15, was postponed due to the ongoing coronavirus pandemic. Yet even with the delay, Sunday saw “an historic level of abstention,” the Guardian reported. “More than 60% of local mayors had been already decided in the first round, but many major cities and towns, including Paris, Marseille, Toulouse, and Lyon, remained up for grabs.”

EELV secretary Julien Dayou hailed the election results as “historic” in a statement Sunday. “Today, ecology is taking a big step. A giant step,” he declared. “It is THE mandate to act for climate and social justice. The French are ready for change. The French are ready for change. Great, so are we.”

Exit polling showed EELV candidates—who, in some cities, joined forces with other leftist parties—winning in Annecy, Besançon, Bordeaux, Grenoble, Lyon, Marseille Poitiers, Strasbourg, and Tours, according to Reuters and EuroNews, which noted that “the alliances they formed will also see them play key roles in other local councils across the country, including in Montpellier but also in Paris.”

Paris Mayor Anne Hidalgo, a member of the Socialist Party who first took office in 2014, won another six-year term by a large share of votes in the French capital Sunday. Hidalgo recently created the “Paris in Common, Ecology for Paris” alliance with David Belliard, leader of the Green Party fraction in the Council of Paris and a mayoral candidate who came in fourth during the first round of voting in March.

“You chose hope, you chose unity, you chose a Paris that breathes, a Paris that will be more pleasant to live in, a more united city, which leaves no one on the side of the road,” Hidalgo said after her victory Sunday. “I hope that all the forces working in service of our fellow citizens are involved in the transformation of our city, which is all the more urgent because of the crisis we are going through.”

The mayor—who earlier this month released a manifesto with Belliard that calls for banning diesel cars, halving parking spaces, and reducing speed limits—told voters that “with you we will build the Paris of tomorrow.”

“A Paris that gives resources to its public services so that they can carry out their missions, in particular for the health of Parisians,” she said. “A Paris that allows everyone to change their way of life, to move better, to eat better, with respect for our environment as a common value. A united Paris that helps those who need it most. A Paris of difference that fights all forms of discrimination. A Paris that gives its youth a real chance and that gives them the keys to act.”

The wins for the Greens across France came as La République En Marche! (LREM), a centrist party launched by Emmanuel Macron just before his 2017 presidential victory, “received a drubbing on Sunday in municipal elections,” as Reuters reported.

Despite the vested interests of companies and governments, Can we make progress toward sustainable development?

(Article continued from the left column)

Macron had hoped the elections would help anchor his young party in towns and cities across France, including Paris, ahead of an anticipated 2022 reelection bid.

But aides had more recently been playing down expectations and the sweeping wins by the Greens, who in some cities joined forces with leftist allies, may compel Macron to reshuffle his government to win back disenfranchised left-wing voters.

“Ecology is the area where Macron is perceived as having done nothing,” Frederic Dabi, director of pollster Ifop, told Reuters. “The French will want results on green issues.”

In a perceived nod to the election results on Monday, Macron announced that a new law would be drawn up before the end of the summer to “reconcile economy and ecology.” The president said that €15 billion would be invested in “the ecological conversion of our economy” over two years, through the end of his first term.

Sibeth Ndiaye, a spokesperson for the Macron government, previously told French television that the elections results were “extremely disappointing.” In what reporters described as the “rare” and perhaps “only bright spot” for Macron, Prime Minister Édouard Philippe won his mayoral race in Le Havre with 59% of the vote.

As The Guardian reported: Jérôme Fourquet of the pollsters Ifop said local elections were historically a way for the population to punish those in power. However, he said it would be difficult to interpret Sunday’s results because LREM, a fledgling party created to carry Macron to power in 2017, had few outgoing mayors. While Macron’s centrist party is dominating French politics at a national level, having fragmented the traditional right and left, it has little representation locally.

“LREM will score badly because it has no outgoing mayors to lose, it has to win,” Fourquet said. “And most French mayors come from the traditional right and left. This means, in terms of sanctioning those in power, it will not be easy to read.”

He added: “Nationally, there are two main forces in politics right now, the Rassemblement National and Macron. At a national level, Marine Le Pen is his main opponent. But these two forces are not present at a local level, where Les Républicains and the Parti Socialiste are most solid.”

The French city Perpignan on Sunday elected as mayor far-right candidate Louis Aliot, a former romantic partner of Le Pen, the Rassemblement National (RN) leader.

In a Monday analysis for The Local, Paris-based journalist John Lichfield argued that the triumph of the Greens in major cities “transforms the political landscape” but “it doesn’t mean that France will elect a Green President in 2022. The quarrelsome French Greens will find it hard to transfer their successes to national level.”

After detailing some of the major losses on Sunday, Lichfield wrote, “We are now in strange territory for French politics.” He explained:

Everything was once predictable. There were two main “families,” center-right and center-left, who took turns to govern, nationally and locally, in much the same way once they were in power. The whole two round system of elections was designed to reflect—and preserve—that status quo.

…The EELV may now emulate its green German sister party and take over the center-left lane in French politics from the divided Socialists. Even so, the dawn of the Greens threatens to add yet another competing “family” to a French political system designed for only two.

Lichfield made similar points in a series of tweets Sunday. Writer Benjamin Ramm responded by saying that “much of the important work done by the Greens is at municipal level. This is where they show that they can govern. And this in turn shapes the national landscape.”
