Manifesto: European mobilization against increasing militarization and wars

DISARMAMENT & SECURITY .

Excerpts from the website of Nomilitarism translated by CPNN with English version of Manifesto received by email

On the occasion of the European elections on June 9, 2024, we are promoting a European mobilization against growing militarization and wars.

We have started with a Manifesto signed by a wide range of organizations, movements and groups.

The manifesto will be presented before the electoral campaign, at public events in each locality in front of significant buildings that each territorial assembly will decide, taking into account the target audience (public institutions, parties…) and the communicative capacity (photo, video…) for a good media coverage.

It is proposed to present it publicly in all possible towns on May 23 in the morning, as a common date
.
The manifesto can also be sent to political parties, parliaments and national and European governments by mail or fax, registered as a petition and, of course, disseminated through the networks starting on May 23.

Territorial organizations and assemblies can take other actions to support the campaign.

Manifesto

NO TO MILITARIZATION AND NO TO WAR
For a Europe of détente, peace, and shared security

For months now, European political leaders have been laying the groundwork to prepare us for war. Regardless of whether the risk for a large-scale conflict is in fact real or overstated, the continent’s economies are already shifting towards war-time public budgets, and the dire consequences of this are already being felt as the cost of living is becoming unaffordable for large segments of the European population.

History teaches us that progressive steps towards militarization always constitute a prelude to war, and for years they have been building a discursive framework that only serves to legitimize and justify it. In 2014, members of NATO all agreed to increase their respective defense budgets to at least 2% of their GDP. After the invasion of Ukraine and the ongoing genocide in Palestine, the political priorities of NATO and the EU have shifted towards boosting their countries’ spending on acquiring new weapons, reintroducing compulsory military service, financing the military industrial complex to produce more, and creating more funding streams to develop new, more lethal and autonomous prototypes.

The EU has been stoking fears of a possible Russian invasion of Europe to garner public support for its policy of rearmament and militarization. Military expenditures by EU member states reached €289.3 billion in 2023, which represented an increase of more than 21.3 % since 2022. Adding EU community spending (€7.537 billion) and the expenditures of the United Kingdom and Norway (€77.323 billion), total military spending amounts to €374 billion, the second largest in the world, only behind the United States, and nearly four times that of Russia (€100 billion).

The European Union has been implementing a policy of military
deterrence that is proving absurd: it seeks to showcase its greater power and destructive capabilities to the adversary in order to dissuade any attack, but this self-destructive policy will inevitably lead to tensions escalating, an arms race, and a bellicose spiral, with the looming threat of a nuclear war, the catastrophic consequences being the destruction of life on the planet several times
over.

On June 9th, European elections will be held, and we consider it an opportunity to raise our demands to the political forces participating. This is crucial; either we choose to promote policies of peace, détente, and shared security, or we will end up in a militaristic escalation. Increasing defense spending means reducing resources to counter climate change, reduce inequalities and improve health, gender equity, harmonize salaries, or uphold the rights of all citizens.

Question related to this article:

How can the peace movement become stronger and more effective?

(Article continued from left column)

For all these reasons, the signing organizations propose:

● To advocate for détente, moving away from NATO’s threatening rhetoric and arms spirals, activating disarmament, opening the doors to dialogue and mutual trust with the aim of de-escalating conflicts through the use of diplomacy, negotiation, cooperation, and non-violence. These policies should lead to the end of armed violence in Ukraine, Palestine, and other places in the world. It is necessary to resume the commitment of the 1990s to a common and shared security without exclusions in Europe.

● To promote a foreign policy oriented towards peace, focused on human security, through instruments such as mediation,
diplomacy, defense of human rights, or civil intervention in
conflicts in order to build peace.

● To promote spaces for dialogue among social movements,
academics, and politicians aimed at developing proposals for
peace policies, civilian peace corps, civil defense, and unarmed security. Enhancing human and economic resources for the military-industrial conversion to civilian productive sectors of interest.

● To actively promote environmental peace grounded in scientific principles, with clear and secure decarbonization policies that minimize and repair the damages that will affect future generations. To promote policies that impact the improvement of people’s daily lives.

● To promote a human security policy focused on people’s needs, with their involvement and participation.

“We should focus on the culture of peace”: 25th demonstration in Bourges (France) for an immediate ceasefire in Gaza

DISARMAMENT & SECURITY .

An article by Marie-Claire Raymond in Le Berry (translation by CPNN)

A new demonstration took place this Saturday March 30, in Bourges, against the war in Gaza, at the call of the Cher Collective. This was the twenty-fifth gathering, and it brought together between 80 and one hundred people committed to defending “lasting peace in Palestine”.

Among the comments was the regret that the “go to war” spirit has been brought to the fore in France: “For this, we waste our finances and we justify military budgets, we prepare to mobilize troops and we put the resources into military industry. Instead, we should focus on the culture of peace. »

Does military spending lead to economic decline and collapse?

How can a culture of peace be established in the Middle East?

(Article continued from the left column)

Franck Carrey, president of the international solidarity association Medina, called for “an immediate and definitive ceasefire. And unconditional access to humanitarian aid for the inhabitants of Gaza. »

“A month ago, we set up a mobile psychological support team for children,” he adds. We had a lot of trouble finding the psychologist and the facilitators. We have problems transferring funds to pay salaries. Schools are used for emergency accommodation and no longer for teaching. Politically, we must achieve a just and lasting peace. »

The Cher collective brings together twenty organizations: Attac18, CCFD-Terre Solidaire, CNT-SO, FSU, Ki-6-Col’, La Cimade, the Vigilance Committee-Madera, the LDH section of Bourges, LFI18, Medina, MJCF18, Peace Movement, NPA18, Palestine18, PCF-Fédération du Cher, PCOF18, POI, Solidaires18, UD-CGT du Cher and the Libertarian Communist Union.

France: Speech by Jean-Luc Melanchon on the force of action for peace

. DEMOCRATIC PARTICIPATION .

Text transcribed from the video of the speech by Melanchon (transcribed and translated by CPNN)

My friends! “La force!” The force makes force. It’s a lesson from the trade unions. The force you see gathered here did not fall from the sky, was not granted as a favour. It was conquered by the commitment of free conscience that decided to break with all the other organised frameworks and make something new. That force is capable of raising the clamour that you have just heard here, which allows us to regain our energy. (. . .) That force is capable of engaging the new generation. That force is the people. We are the forward detachment. That force is a collective intelligence. Yes, we love electoral campaigns, because they suddenly make us consciously engaged
(. . . )

We advance to meet our sovereign that is universal suffrage. We advance to meet that magical moment which moves every democratic conscience, every republican conscience, in the secret of the voting booth, the magnificent magic where no one has less power than another person because of their wealth. Where no one has less power than another person because of their religion or skin colour.

The right to vote ! Magnificent ! The free community, the free heart, the free conscience, in equality, in liberty, in fraternity. The right to vote is not only a citizen’s duty, it’s a dignity. And for all that, it is a power. A terrible power! A power that all the rulers fear because of the strength it gives to the most humble among us. That power that allows us to say with Angela Davis: “I will no longer accept. I will not accept the things that I could not change. I will change the things that I can no longer accept. ”
(. . .)
This is the first time that your ballot makes you the arm of Jean Jaures, as it started from his chest: if you do not want war, vote Insoumis!
(. . .)
We have passed from a Europe of social programs to a Europe of permanent austerity, of massive unemployment, of debt accumulated in its countries without any help from the Central European Bank which holds a large part of it and which increases interest rates so that the people, once again, must suffer even more.

At that time they told us at every election time, when there was the Soviet Union, that we were threatened by the tanks of the Red Army which were 48 hours from Paris. Now, the Union is no longer Soviet, it is content to be Russian, but the tanks are still there, it seems, and once again they are appearing in the electoral program.

So we have moved from the Europe of peace at the time of the Soviet Union to the Europe of war today and the war economy. This is what they have done to the great dream that the founding fathers had bequeathed to them. The question is not what we are going to do with this Europe, but how the people will be able to emerge from the permanent economic crisis in this Europe, from the logic of exploitation as the only adjustment variable to lower the price of labor. How will people be able to emerge from an ecological crisis caused and amplified by the European Union, which places no limits on the use of pesticides, which is not interested in the disastrous consequences for public health and which is incapable of holding its objectives in relation to climate change. Finally, a Europe incapable of making its mark in the world’s geopolitical crisis. This is the bottom line. This is the summary of what we have to do.

The world order is changing. The dominant power of the previous period, a power that believed for a time that it was the only one in the world, the United States of America, is today faltering, while another power is rising, what is called, unfairly but finally, let’s use this term, the Global South. It is the BRICS that are rising. They call us the “Westerners”. It seems that they mean us, but we, the French, are not so much “Westerners” as that, for we are present on every continent in the world. So please count us in a separate category: universalist, creolized, French.

Peace is at stake when the geopolitical order changes, because those who dominate want to continue to dominate and those who would like to dominate strive to find their place in a new domination. So more than ever, we must be the France aligned with the non-aligned. If we want to be useful, we must be France in the exclusive service of peace. If we want to be useful to universal humanity.

As usual we hear the braying of those who return with the memory of their own turpitude, they who capitulated as it was Munich, come to reproach us for saying that it is useless to expose ourselves to a war on the continent. Don’t think this is a threat in a vacuum! War results from the conditions that make it possible and necessary for some, but still war results from the inability of leaders to control their engagements. It was the assassination of an archduke that began the First World War. Today we are closer to the political conditions of the First War than those of the Second, when it was just and legitimate to arm ourselves to defeat the Nazis.

But this time it is a strange situation for France, a nuclear power, to be governed by people who are capable in a Council of Ministers of talking about an incident at Sciences Po and sending the Prime Minister there to change the situation and making a big deal out of something that never happened. But at least we can say that it produced something magnificent. Thirty-three students said “We are Jewish, and we will not allow our Jewishness to be used to suppress Palestinian rights.” Thank you young people, thank you a thousand times, thank you a million times, because this is the France that does not want its children to be sorted by their religion but only distinguished by their debate and their opinions.

To vote for the Insoumis is to vote for the unity of our republic, a vote that does not point the finger at any one religion or skin color.

Questions related to this article:

Where in the world can we find good leadership today?

How can parliamentarians promote a culture of peace?

(Article continued from the column on the left)

We must open the path to peace. Maybe some of you say that this path, yes, yes, well, okay, we understand, it is peace, but it does not exist, Mr. Mélenchon, the proof is that there is a war. Well, when there is a war, there is only one thing to do, and that is to stop it. And the question to ask is whether it is possible. Well all the elements are there.

For example, in Gaza, it is not true that we cannot stop the war and the massacre. It would be enough for the United States of America to stop supplying Mr. Netanyahu’s government with weapons. It would be enough for France to stop doing it. It would be enough for the European Union with the deputies you are electing to be there to say STOP! Enough! We are breaking the coalition and cooperation contract with Israel! We demand the judgment of war criminals, ALL war criminals, because we do not distinguish between them.

Regarding Gaza we are not proposing any other utopia than this: apply the international law that you voted for. Cease fire immediately and permanently! Implementation of UN resolutions. End of colonization! What’s extraordinary about that? It’s the same thing that we’ve been repeating for so many years. But then if we repeat it for so many years we tell them, at least respect the law, at least the international law that you have established!

The same goes for Ukraine. If we are not there to say a path exists, who is going to do it? There are people who will tell us “we have to arm ourselves, we’re going to do this, we’re going to do that!” Do what? Leading us straight to war? For what result? Only one result, massive destruction, death, death, more death!

War can produce nothing else except deaths, victims, desolation, destruction! War is the failure of the human condition. War is the failure of civilization. War! War will never produce anything other than war again! Always war, more war!

With regard to Ukraine peace is possible on the condition that we understand one thing, that fiinally there can be no other outcome than a situation where there is no neither victor nor vanquished. Peace must give each of the two parties mutual guarantees.

I heard a journalist choke up, “Mélenchon said mutual guarantees!” This ignorant person did not know that the word had been used by Mr. Macron himself ! The guarantees must be mutual between whom? The fighters, of course. Obviously the guarantees are mutual.

Once this principle has been established, then it is obviously necessary to enter the path of peace through concrete measures which suit both parties, such as the protection of nuclear power plants, which would lead instantly to the creation of demilitarized zones. The Ukrainian Parliament has requested this guarantee,, and the Russians have not said they are opposed to it.

And once we enter into this logic, then we enter into the logic of the ceasefire! And if there is a ceasefire, then we can discuss border security. Now little by little I see them coming to understand; it always takes them time to admit that we are right. With regard to a conference for border security, there is no need to invent structures. They already exist through the Organization for Security and Cooperation in Europe. Its conference on security in Europe was concluded in 1975, that is to say in the middle of the Cold War between two blocs that were preparing, if necessary, to destroy the world since they had the possibility of destroying it 16 or 17 times, which makes least 16 or 15 times too many.

A security conference obviously would lead to negotiations and from what President Macron told to Manuel Bompard, the Russians are ready for a ceasefire, but it’s to replenish their potential. Maybe so, but that’s what it takes. And when we start the ceasefire, well we don’t have to think about resuming the war.

Secondly, he told Manuel Bompard that President Zelensky was ready and knew that in the end he would have to accept a consultation of the populations affected by the borders. It’s clear from simple common sense that what was true before the war is perhaps no longer true now that the war has taken place, and that some who were originally on one side may now feel more on the other.

As soon as we agree to the ceasefire, as soon as we agree to the referendum of the populations concerned, as soon as we agree to demilitarize everything surrounding the nuclear reactors nuclear, then what is the obstacle to peace?

France may object that Mr. Putin is not a reliable interlocutor. But the effort must still be made. It must be brought before public opinion.

Threatening to send troops, saying that there are no limits, mentioning France’s nuclear capacity and claiming to extend it to all the nations of Europe, this is absurd ! Imagine a button which gives access to the use of the nuclear bomb, with 28 fingers on it! What is the meaning of such an idea? None! Whom is it supposed to frighten? The supposed adversary, thereby forcing him into a situation of response?

This is how the president has managed to create an indescribable mess, already with his own allies, but also with the adversaries because we already have Putin’s response. As for Mr. Putin, of course he is a dangerous head of state because he is a head of state involved in the question of peace and war! He therefore does in his domain what he believes to be his duty just as we ourselves do what we believe to be our duty.

We must talk peace! We must vote for peace! PEACE! PEACE! PEACE! That is our vote! Peace in Gaza! Recognition of the State of Palestine! Punishment of war criminals! Peace in Ukraine. PEACE! That’s why we have to vote ! It’s the vote that gives us force.
(…)
To conclude, I cite “Le Petit Prince,” that I suppose many of you have read. This is a citation for you. Listen carefully and reflect on it, because it is profound. “You see, in life there is no solution. There is only the forces on march. You must create them, and then the solutions will follow.” “Bon courage!”

Greta Thunberg, 40+ Other Climate Activists Block Entrance to Swedish Parliament

. . SUSTAINABLE DEVELOPMENT . .

An article by Thor Benson in Common Dreams ( licensed under Creative Commons CC BY-NC-ND 3.0)

Greta Thunberg and over 40 other activists blocked  the entrance to the Swedish parliament on Monday, demanding action on the climate crisis.

The activists held signs that said “Climate Justice Now,” and Thunberg expressed her dissatisfaction with how the Swedish government is handling the global emergency.

“Sweden is unfortunately not unique in completely ignoring the climate crisis, not treating it as an emergency at all. But actively trying to greenwash, deceive, and lie in order to make it seem like they are doing enough and that they are moving in the right direction, when in fact the exact opposite is happening,” Thunberg said.

Thunberg went on to say that Sweden is “very good at greenwashing,” even though the country has “very high emissions per capita.” She said the country cannot claim to be a climate leader.

Question for this article:

Are we seeing the dawn of a global youth movement?

Despite the vested interests of companies and governments, Can we make progress toward sustainable development?

Local resistance actions: can they save sustainable development?

(Article continued from the left column)

“The climate justice movement has for decades tried to get our message across, and scientists and the most affected people have been sounding the alarm for even longer than that,” she said. “But the people in power have not been listening. They have been actively ignoring and silence those speaking out.”

Thunberg has faced  the risk of going to jail over her climate protests repeatedly in recent years, and she has continued  to sound the alarm that countries are not doing enough to fight the climate crisis.

The Swedish government has been facing intense criticism recently for enacting policies that will likely increase its carbon emissions. Thunberg vowed to continue her resistance to such policies.

“The climate crisis is only going to get worse and so it is all our responsibilities, all of those who have an opportunity to act must do so. We encourage everyone who can to join us and to join the climate justice movement,” Thunberg said.

Kremlin, NATO at odds over pope’s call for Ukraine to show ‘white flag’ and start talks

DISARMAMENT & SECURITY .

An article by Guy Faulconbridge and Andrew Gray in Reuters reprinted by permission

The Kremlin on Monday(March 11) said a call by Pope Francis for talks to end the Ukraine war was “quite understandable”, but NATO’s boss said now was not the time to talk about “surrender”.

Ukraine’s Foreign Ministry summoned the Vatican ambassador, known as the papal nuncio, to express its “disappointment” with Francis’ comments in an interview recorded last month that Ukraine should have “the courage of the white flag” to negotiate an end to the conflict.

The ministry said the pope’s comments “legalise the right of might and encourage further disregard for the norms of international law”.

In an attempt to defuse the situation and clarify Francis’ remarks, his second in command at the Vatican said in a newspaper interview on Tuesday that the first condition for any negotiations is that Russia should halt its aggression.

As the West grapples with how to support Ukraine and the prospect of a sharp change in U.S. policy if Donald Trump wins November’s presidential election, Putin has essentially offered to freeze the battlefield along its current front lines, a premise Ukraine rejects.

“It is quite understandable that he (the pope) spoke in favour of negotiations,” Kremlin spokesman Dmitry Peskov told reporters.

He said President Vladimir Putin had repeatedly said Russia was open to peace talks.

“Unfortunately, both the statements of the pope and the repeated statements of other parties, including ours, have recently received absolutely harsh refusals,” Peskov said.

(Continued in right column)

Questions related to this article:

Can the peace movement help stop the war in the Ukraine?

(Continued from left column)

Russia says it sent its troops into Ukraine in February 2022 in a “special military operation” to ensure its own security. Kyiv and the West decry it as a colonial-style war of conquest.

Moscow’s offers to negotiate have invariably been predicated on Kyiv giving up the territory that Moscow has seized and declared part of Russia – more than a sixth of Ukraine.

THE KREMLIN: A WESTERN MISCONCEPTION

Peskov said Western hopes of inflicting a “strategic defeat” on Russia were “the deepest misconception”, adding: “The course of events, primarily on the battlefield, is the clearest evidence of this.”

But NATO Secretary General Jens Stoltenberg said negotiations that would preserve Ukraine as a sovereign and independent nation would only come when Putin realised that he would not win on the battlefield.

“If we want a negotiated, peaceful, lasting solution, the way to get there is to provide military support to Ukraine,” he told Reuters at NATO headquarters in Brussels.

Asked if this meant now was not the time to talk about a white flag, he said: “It’s not the time to talk about surrender by the Ukrainians. That will be a tragedy for the Ukrainians.”

He added: “It will also be dangerous for all of us. Because then the lesson learned in Moscow is that when they use military force, when they kill thousands of people, when they invade another country, they get what they want.”

Ukraine’s Foreign Ministry said the nuncio, Archbishop Visvaldas Kulbokas, had been told the pope “would be expected to send signals to the world community about the need to immediately join forces to ensure the victory of good over evil.”

Ukraine wanted peace, it said, but one that was fair and based on U.N. principles and Ukrainian President Volodymyr Zelenskiy’s peace plan.

Zelenskiy said on Sunday the pontiff was engaging in “virtual mediation” and his foreign minister said Kyiv would never capitulate.

Zelenskiy, who signed a decree in 2022 ruling out talks with Putin, said last week Russia will not be invited to a peace summit due to be held in Switzerland.`

Zelenskiy’s peace plan calls for a withdrawal of Russian troops, a return to Ukraine’s 1991 borders, and due process to hold Russia accountable for its actions. Russia says it cannot hold any talks under such a premise.

Ukrainian Pacifists Decide to Participate in Implementation of the Ukrainian Peace Formula

DISARMAMENT & SECURITY .

A report by video from the Ukrainian pacifist movement

At the general assembly of Ukrainian Pacifist Movement on 24.02.2024, on the sad occasion of two years anniversary of lethal and devastating Putin’s invasion, a statement was adopted regarding participation of unarmed pacifist forces in implementation of the Ukrainian peace formula. Also, practical approaches to nonviolent resistance to Russian aggression, human rights defense and organizational questions were discussed. New members Afanasiy Kolisnyk, Viacheslav Zastava, and Oleksandr Ivanov solemnly proclaimed the WRI declaration.

Executive secretary Yurii Sheliazhenko reported about advocacy of legal guarantees of the right to conscientious objection to military service, protests against anti-constitutional draft laws with draconian measures to impose mandatory military registration, situation with the persecution of conscientious objectors to military service and activists of the peace movement. The general assembly unanimously approved a decision of the executive secretary to expel Ruslan Kotsaba for refusal to participate in nonviolent resistance to Russian aggression and violations of principles of peaceful communication.

Participation of unarmed pacifist forces in implementation of the Ukrainian peace formula (A statement, adopted by the general assembly of the Ukrainian Pacifist Movement on 24 February 2024).

Ukrainian Pacifist Movement, bearing in mind the formula that peace is not equal to war (Peace≠war), supports and will implement in our activities the values of peace, democracy, and justice, declared in the Ukrainian peace formula of President Zelensky.

° We agree with condemnation of Russian aggression, demands of withdrawal of troops and compensations of damages.

Questions related to this article:

Can the peace movement help stop the war in the Ukraine?

(Continued from left column)

° Nobody could feel safe while the war is considered normal and dictates its rules of lawlessness.

° We will act on the basis of belief that democratic society and democratic world must be united for common good and common security.

° We will resist nonviolently to Russian aggression and all forms of militarism and war.

° We will support preservation and development of democracy. We will protect  human rights and rule of law.

° Pacifism is a vital part of diversity of thoughts and beliefs in the democratic society. We will preserve pacifist identity, which gives hope for better future without wars, and we will uphold our right to refuse to kill.

Practical approaches to nonviolent resistance to Russian aggression

– Society and the state must unite for nonviolent resistance and unarmed protection of civilians.

– The basis of nonviolent resistance is individual and collective action as a manifestation of values: reason, conscience, hope, truth, love, dialogue, work.

– Keeping the light and banishing the darkness from your home is also a resistance to the aggression that awakens our dark instincts

– In the unofficial discussion group of the Ukrainian Pacifist Movement, methods and joint actions for non-violent resistance to Russian aggression and all forms of war, tyranny and militarism should be discussed, starting with the simplest ones, which can be practiced both independently and together with others: spreading hopes, visions, knowledge for a future just peace; to seek honest and dignified reconciliation and understanding in peaceful dialogue; care about your own safety by avoiding risks (shelter, relocation, etc.); to speak the truth against war propaganda; protect human rights, especially the absolute right to conscientious objection to military service, by all legal means; to refuse cooperation and manifest civil disobedience to Russian aggression and violations of human rights and international humanitarian law by the military and militant authorities.

– We confirm the decision: to endorse refusal to kill, protection of human rights, peace education, truth telling, political protests, international solidarity as forms of nonviolent resistance; support activists of peaceful resistance to militarism and war in Ukraine and everywhere in the world, including the occupied territories of Ukraine; prepare a report on perspectives of resistance.

Greenpeace: Here are the REAL culprits of the agricultural crisis in France

. . SUSTAINABLE DEVELOPMENT . .

An article from Greenpeace France (translation by CPNN)

Why are many farmers unable to make a decent living from their work, even though they feed us? To this vital question, at the heart of the social and environmental crisis that the agricultural world is going through, the government has still not answered, preferring to attack ecological standards and favor agro-business, without looking at the root causes. . However, those responsible for this agricultural crisis are known: the massive industrialization of our production system and the ultra-liberal trade policies pursued for decades.

In order to denounce the real culprits of the agricultural crisis, this morning we carried out simultaneous actions in six cities in France, targeting groups in the agro-food industry, agrochemicals, seeds and mass distribution, as well as than the majority agricultural union. So many symbols of a system that profits from free trade agreements and impoverishes farmers, to the detriment of our health and our environment.

Who are the culprits of the agricultural crisis? Here are 5 very concrete examples of this agro-industrial system that we point out:  LDC, Avril, Bayer, Lactalis, E.Leclerc and the FNSEA.

LDC, the poultry giant that defeathers the breeders

Its name is little known, but it controls 40% of the poultry market in France! LDC is the owner, among others, of the Le Gaulois and Maître Coq brands, and it contracts with almost half of the broiler poultry breeders in France, owns slaughterhouses, manufactures animal feed, etc. This all-powerful group in its areas of establishment is capable of depriving breeders of alternative outlets . With its industrialized system, LDC relegates the breeder to the rank of “subcontractor”, a real an uncomfortable situation .

This chicken giant is also developing its activities in Belgium, the United Kingdom and Poland, not hesitating to resort to imports . During a highway blockade in France, breeders discovered Polish chickens imported for LDC in a truck . A real goose that lays golden eggs: LDC generated 5.8 billion euros in turnover in 2022, an increase of 8% compared to 2021. The fortune of the Lambert family, co-founders of the group, is as for it estimated at 825 million euros.

Avril, the big fish of the agro-industry

The fifth French agri-food group, Avril is the perfect example of the clever mix of economic, financial and political interests in the agricultural sector . The chairman of the board of directors of this agro-industrial behemoth is none other than Arnaud Rousseau, recently put in the spotlight as president of the majority agricultural union, the FNSEA (see below).

We are far, very far from small-scale farming. This multinational generates more than half of its turnover abroad, through multiple activities: food production, chemicals, energy, agrofuels, finance, etc. In France, the group is number 1 in the vegetable oils market. (via its Lesieur and Puget brands, among others) and commands 25% of the oleochemicals market share. Its influence is therefore considerable: Avril is very clearly one of the proponents of the policy of industrialization of French agriculture which is fueling the crisis in the agricultural world.

Bayer, the powerful lobby of pesticides and seeds

World number one in seeds and pesticides, Bayer is particularly famous for having bought Monsanto and its famous Round Up, a cocktail based on glyphosate , the most used herbicide in the world, classified as “probably carcinogenic” by the International Center for Research on WHO cancer. Not content with poisoning farmers and the environment, its commercial weight on the seeds and pesticides market makes farmers dependent on its products.

Bayer is also a powerful lobby, whose activities have disastrous consequences on the agricultural world, health and the environment. The German pharmaceutical and agrochemical giant spent more than 7 million euros on its lobbying activities at European level in 2022 alone. For decades, Bayer has actively fought for the development of GMOs and against the ban and reduction of pesticides, not without some success, unfortunately: the regulation of GMOs is now threatened, glyphosate has been re-authorized for 10 years and the European legislative project aimed at reducing the use of pesticides has just been purely and simply withdrawn…

Lactalis, the multinational that butters its bread on both sides

Dairy products are at the heart of the current agricultural crisis. And Lactalis (the world’s leading group in the sector which has joined forces with number 2, Nestlé, within the Lactalis-Nestlé company), bears a heavy responsibility for the impoverishment of the small farmer. In 2022, while consumers paid more for their liter of semi-skimmed milk, breeders saw the amount of their gross margin on this product drop by 4% compared to 2021, while agri-food companies experienced an increase of their gross margins of 64% and those of mass distribution of +188%! An extremely inequitable distribution observed across all dairy products, as denounced by the Foundation for Nature and Man in its report “ Farmers and consumers, big losers from the rise in dairy product prices ”.

Question for this article:

Despite the vested interests of companies and governments, Can we make progress toward sustainable development?

What is the relation between movements for food sovereignty and the global movement for a culture of peace?

(Article continued from the left column)

Nearly 20% of dairy farmers live below the poverty line and are extremely dependent on public subsidies to survive. A concern that Lactalis does not experience, whose turnover increased by 28.4% in 2022 compared to 2021, climbing to 28.3 billion euros! Added to this are various scandals: salmonella in infant milk, pollution of waterways, non-compliance with environmental standards, concealment of information. The company, known for its President, Lactel and Galbani brands, is described as a “lawless” firm by the investigative media Disclose, in an edifying investigation into the “milk ogre”.

E. Leclerc, the leader in mass distribution and secrecy

Today six groups control 90% of the mass distribution market. Among them, the leader E. Leclerc, with almost a quarter of market share, has become a dominant player in the lives of French consumers and farmers . In 2022, the French number 1 has increased its turnover, but not its transparency… The E. Leclerc group is regularly suspected of circumventing the French Egalim law in order to obtain lower prices from producers, in particular via a central d Eurelec purchase located in Belgium, where the law is much more flexible.

From their dominant position, the mass distribution giants do not hesitate to compress the prices paid to farmers to make more profits . Producer remuneration thus serves as an adjustment variable, with farmers going so far as to sell at a loss. Also at issue: products imported and sold at very low prices on the shelves of these major brands. Products that Michel Édouard Leclerc would like to sell even cheaper: he has denounced in the past the obligation of a 10% margin on food products from abroad, a measure precisely intended to protect the remuneration of producers.

FNSEA, historical defender of industrial agriculture

With 212,000 claimed members, the FNSEA is the majority agricultural union in France. But far from fighting for the interests and remuneration of small producers, its leaders continue to defend the agro-industrial and productivist model serving the largest farms. The very ones who receive the largest share of subsidies from the European Common Agricultural Policy (CAP). For decades, the FNSEA has ensured true co-management of agricultural policies, hand in hand with successive governments, successfully fighting in favor of industrial agriculture and agro-industry, to the detriment of peasant and organic agriculture. , and against environmental measures.

Its current president, Arnaud Rousseau, is himself at the head of a cereal farm of more than 700 hectares, ten times the average size of a French farm… In 2021, he received more than 170,000 euros from the CAP, or 5.6 times the average amount received by a farm in France. He is also Chairman of the Board of Directors of the agro-industrial group Avril (see above).

Faced with those responsible for the agricultural crisis, what should we do?

If the culprits are known, the solutions are also known to overcome this agricultural crisis, allow farmers to live with dignity from their work and protect the health and environment of all.

Several measures seem essential to us today to meet the expectations of farmers regarding their remuneration, support them in the ecological transition and sustainably transform the agricultural sector. In particular, it is necessary:

° Put an end to Free Trade Agreements , by reviewing the agreements in force and establishing a moratorium on current negotiations (in particular between the European Union and Mercorsur, and with Chile).

° Establish a floor price , i.e. a ban on the sale of agricultural products below cost prices (including costs, labor remuneration and contributions).

° Regulate the margins of processors and large retailers , for better distribution of value.

° Establish a minimum entry price for imported products , particularly for the sectors most in difficulty, to deal with unfair imports on social and environmental levels.

° Reform the European Common Agricultural Policy (CAP) , in particular in order to direct public money as a priority towards the most vulnerable farmers, organic farming operations and towards supporting the agroecological transition.

° Massively increase support for farmers in the agroecological transition.

Environmental standards and the reduction of pesticides are necessary, both for the health of farmers and for that of consumers and the preservation of biodiversity. We must therefore maintain them and help producers in their implementation.
