Mesa, Arizona, U.S.A. has been an International City of Peace since 2022. Liaisons Paula Osterday and Dr. Ruth Lim, the focus of the peace initiative in Mesa is on the next generation. “We focus on three things in Mesa,” Dr. Lim notes.

We empower children and families to be advocates for peace and non-violence. Our Annual Week Without Violence showcases the community’s advocacy with posters and poetry in different school districts

We have community and business champions that support with Proclamations and Letters of support, including the Governor, the Mayor’s office, Rotary Club, community colleges, and nonprofits like Chicano Por La Causa working on community development.

We placed peace poles in community schools, churches, and colleges.

The Mesa Team was instrumental in Arizona’s observance of “A Week Without Violence”, which created awareness, educates, and strengthens the advocacy for non-violence which in return will help make their community a safer place to live. The Proclamation by Governor of the State of Arizona, Douglas A. Ducey, proclaimed peace as the “deepest hope” and “guiding inspiration” for all of humanity. There are several Cities of Peace in Arizona and many of the leaders are working toward Arizona becoming a State of Peace, the criteria of which is detailed below.

376th City of Peace! Kashojwa, Nakivale, Uganda

There are 74 villages in the Nakivale, Uganda Refugee Camp. Desperate, they come from D.R Congo, Burundi, Somalia, Rwanda, Ethiopia, Eritrea, and other countries. A peace leader in the Nakivale settlement of Kashojwa, Nakivale, Uganda has established his village as an International City of Peace. Iragi Bakenga is a Congolese national, a courageous young man, that is taking the leadership. “I have decided with my team to start volunteering for orphans and vulnerable teenagers and youths to fight illiteracy among them. 377th City of Peace! The Central District of Lima, Peru

Established as an International City of Peace by Ms. Rosi Castellaneos who leads an extensive peacebuilding network, Lima is a MegaCity with over 40 districts in a country that has recently had many political setbacks. Yet Rosi and her colleagues have many positive activities, including promoting the Roerch Flag of Peace, inspired by the work of Inés Palomeque and the Argentine-based Mil Milenios de Paz. September 21st is less than four months away. Designated by the United Nations, International Day/Week/Month of Peace is a wonderful opportunity. WE celebrate peace, educate on peacebuilding, and YES! contemplate the work to be done. Many Liaisons use the time to gather their teams to plan for the next year of projects — how has safety, prosperity, and quality of life in your community made progress… or degenerated? Either way, peacemakers are necessary to keep the momentum or to create momentum for community peace.

The ICP sponsored Global Feast for Peace is in its 11th year. How you gather is entirely up to you. Yet through the Feast for Peace, we make a unified and profound statement to the world that peace is an active engagement. Plan an event, or many events, during September. Remember, peace is not something we keep inside, or among our friends and family. Peace must be shouted from the rooftops and mountains! We must rise together to overcome the silence. Invite the community. International Day of Peace is humanity’s gift from the United Nations.

World Movement of Poetry: for the Culture of Peace

The World Poetry Movement (WPM), an international organization that brings together poets and poetry promoters from five continents, expresses its concern and opposition to the armed conflict between Russia and Ukraine, whose two sovereign nations are protagonists, and pleads for a peaceful solution. History teaches us that war is not a solution to conflicts, but a scourge that affects humanity as a whole and it is our duty to warn of the real danger of a nuclear escalation, the possibility of which constitutes a imminent threat to life on the planet. As poets, we embrace the word as a means of sensitive creation, but also as a political and social tool for building a fairer, more equitable and more humane world.

Therefore, the WPM welcomes the initiatives of China, Brazil and other countries that have come out in favor of a negotiated solution to the conflict between Russia and Ukraine. We join the call of the social movements in dialogue as the only method of resolving this conflict and all other international conflicts. It should be noted that, from the ideological point of view, the World Poetry Movement (WPM) is a plural space that unites poets of all different persuasions and positions.

This plurality has not been an obstacle to uniting to defend the cultural and political diversity to which the peoples of the world are entitled. We know from experience that what we have in common can prevail over small differences: the love of life. To paraphrase Saint Augustine, in the face of war, we ask no one how he thinks, but how he loves.

That is why we cannot and do not want to be indifferent to the conflict between Russia and Ukraine or forget that there are currently many other wars in the world that are ignored by international public opinion. The war in Yemen, the Israeli Palestinian conflict, the crisis in Myanmar, the situation in Syria, Colombia, among others, are painful events that require equal attention and actions from humanity as a whole to reach solutions. fair and peaceful. It is our duty, as poets, to be witnesses and champions of human values, but also to mobilize poetry and citizens for the construction of real solutions.

Combining words with action is the only way we know to achieve the utopia of a world for peace, for justice and for life, everywhere and for everyone.

BRICS: A New Leader’s Big Banking Opportunity to Improve Global Development

The first event of President Lula da Silva’s long-awaited visit to China in mid-April 2023 is the official swearing-in ceremony of Dilma Rousseff as president of the New Development Bank (popularly known as the BRICS Bank) on April 13. The appointment of the former president of Brazil to the post demonstrates the priority that Lula will give to the BRICS countries (Brazil, China, India, Russia, and South Africa) in his government.

In recent years, BRICS has been losing some of its dynamism. One of the reasons was the retreat of Brazil—which had always been one of the engines of the group—in a choice made by its right-wing and far-right governments (2016-2022) to align with the United States.

A New Momentum for BRICS?

After the last summit meeting in 2022, hosted by Beijing and held online, the idea of expanding the group was strengthened and more countries are expected to join BRICS this year. Three countries have already officially applied to join the group (Argentina, Algeria, and Iran), and several others are already publicly considering doing so, including Indonesia, Saudi Arabia, Turkey, Egypt, Nigeria, and Mexico.

The BRICS countries occupy an increasingly important place in the world economy. In GDP PPP, China is the largest economy, India is third, Russia sixth, and Brazil eighth. BRICS now represents 31.5 percent of the global GDP PPP, while the G7 share has fallen to 30 percent. They are expected to contribute over 50 percent of global GDP by 2030, with the proposed enlargement almost certainly bringing that forward.

Bilateral trade between BRICS countries has also grown robustly: trade between Brazil and China has been breaking records every year and reached $150 billion in 2022; between Brazil and India, there was a 63 percent increase from 2020 to 2021, reaching more than $11 billion; Russia tripled exports to India from April to December 2022 compared to the same period the preceding year, expanding to $32.8 billion; while trade between China and Russia jumped from $147 billion in 2021 to $190 billion in 2022, an increase of about 30 percent.

The conflict in Ukraine has brought them closer together politically. China and Russia have never been more aligned, with a “no limits partnership,” as visible from President Xi Jinping’s recent visit to Moscow. South Africa and India have not only refused to yield to NATO pressure to condemn Russia for the conflict or impose sanctions on it, but they have moved even closer to Moscow. India, which in recent years has been closer to the United States, seems to be increasingly committed to the Global South’s strategy of cooperation.

The NDB, the CRA, and the Alternatives to the Dollar

The two most important instruments created by BRICS are the New Development Bank (NDB) and the Contingent Reserve Arrangement (CRA). The first has the objective of financing several development projects—with an emphasis on sustainability—and is regarded as a possible alternative to the World Bank. The second could become an alternative fund to the IMF, but the lack of strong leadership since its inauguration in 2015 and the absence of a solid strategy from the five member countries has prevented the CRA from taking off.

Currently, one of the major strategic battles for the Global South is the creation of alternatives to the hegemony of the dollar. As the Republican U.S. Senator Marco Rubio confessed in late March, the United States will increasingly lose its ability to sanction countries if they decrease their use of dollars. Almost once every week, there is a new agreement between countries to bypass the dollar, like the one recently announced by Brazil and China. The latter already has similar deals with 25 countries and regions.

Right now, there is a working group within BRICS whose task it is to propose its own reserve currency for the five countries that could be based on gold and other commodities. The project is called R5 due to the coincidence that all the currencies of BRICS countries start with R: renminbi, rubles, reais, rupees, and rands. This would allow these countries to slowly increase their growing mutual trade without using the dollar and also decrease the share of their international dollar reserves.

Another untapped potential so far is the use of the Contingent Reserve Arrangement (totaling $100 billion) to rescue insolvent countries. When a country’s international reserves run out of dollars (and it can no longer trade abroad or pay its foreign debts), it is forced to ask for a bailout from the IMF, which takes advantage of the country’s desperation and lack of options to impose austerity packages with cuts in state budgets and public services, privatizations, and other neoliberal austerity measures. For decades, this has been one of the weapons of the United States and the EU to ensure the implementation of neoliberalism in the countries of the Global South.

Right now, the five BRICS members have no issues at all with international reserves, but countries like Argentina , Sri Lanka, Pakistan, Ghana, and Bangladesh find themselves in a bad situation. If they could access the CRA, with better conditions for repaying the loans, this would mean a political breakthrough for BRICS, which would begin to demonstrate their ability to build alternatives to the financial hegemony of Washington and Brussels.

The NDB would also need to start de-dollarizing itself, having more operations with the currencies of its five members. For instance, from the $32.8 billion of projects approved so far at NDB, around $20 billion was in dollars, and around the equivalent of $3 billion was in Euros. Only $5 billion was in RMB and very little was in other currencies.

To reorganize and expand the NDB and the CRA will be a huge challenge. The leaderships of the five countries will need to be aligned on a common strategy that ensures that both instruments fulfill their original missions, which won’t be easy. Dilma Rousseff, an experienced and globally respected leader, brings hope for a new beginning. Rousseff fought against Brazil’s civil-military dictatorship in the 1960s and 1970s and spent three years in prison for it. She became one of President Lula’s key ministers in the 2000s, and she was elected Brazil’s first female president and then won reelection (2010 and 2014). She was in office until she was overthrown by a coup based on fraudulent grounds by Congress (2016)—which has already admitted the fraud. She just returned to political life to run one of the most promising institutions in the Global South. After all, President Dilma Rousseff has never shied away from huge challenges.

The State of the World’s Human Rights: Amnesty International’s Annual Report 2022/23

* Amnesty International’s Annual Report for 2022 highlights double standards throughout the world on human rights and the failure of the international community to unite around consistently-applied human rights and universal values.

* The West’s robust response to Russia’s aggression against Ukraine contrasts sharply with a deplorable lack of meaningful action on grave violations by some of their allies including Israel, Saudi Arabia and Egypt.

* Women’s rights and freedom to protest are threatened as states fail to protect and respect rights at home.

* As the Universal Declaration of Human Rights turns 75, Amnesty International insists that a rules-based international system must be founded on human rights and applied to everyone, everywhere.

Russia’s full-scale invasion of Ukraine in 2022 unleashed numerous war crimes, generated a global energy and food crisis and sought to further disrupt a weak multilateral system. It also laid bare the hypocrisy of Western states that reacted forcefully to the Kremlin’s aggression but condoned or were complicit in grave violations committed elsewhere, Amnesty International said as it launched its annual assessment of human rights around the world.

Amnesty International Report 2022/23: The State of the World’s Human Rights found that double standards and inadequate responses to human rights abuses taking place around the world fuelled impunity and instability, including deafening silence on Saudi Arabia’s human rights record, inaction on Egypt and the refusal to confront Israel’s system of apartheid against Palestinians.

The report also highlights China’s use of strong-arm tactics to suppress international action on crimes against humanity it has committed, as well as the failure of global and regional institutions – hamstrung by the self-interest of their members – to respond adequately to conflicts killing thousands of people including in Ethiopia, Myanmar and Yemen.

Russia’s invasion of Ukraine is a chilling example of what can happen when states think they can flout international law and violate human rights without consequences,” said Agnès Callamard, Amnesty International’s Secretary General.

“The Universal Declaration of Human Rights was created 75 years ago, out of the ashes of the Second World War. At its core is the universal recognition that all people have rights and fundamental freedoms. While global power dynamics are in chaos, human rights cannot be lost in the fray. They should guide the world as it navigates an increasingly volatile and dangerous environment. We must not wait for the world to burn again.”

Shameless double standards pave way for further abuses

Russia’s full-scale invasion of Ukraine triggered one of Europe’s worst humanitarian and human rights emergencies in recent history. The conflict not only resulted in mass displacement, war crimes and global energy and food insecurity, it also raised the chilling spectre of nuclear war.

The response was swift with the West imposing economic sanctions on Moscow and sending military assistance to Kyiv, the International Criminal Court opening an investigation into war crimes in Ukraine and the UN General Assembly voting to condemn Russia’s invasion as an act of aggression. However, this robust and welcomed approach stood in stark contrast to previous responses to massive violations by Russia and others, and to pitiful existing responses on conflicts such as Ethiopia and Myanmar.

“Had the system worked to hold Russia accountable for its documented crimes in Chechnya and Syria, thousands of lives might have been saved then and now, in Ukraine and elsewhere. Instead, what we have is more suffering and devastation,” said Agnès Callamard.

“If Russia’s war of aggression demonstrates anything for the world’s future, it is the importance of an effective and consistently applied rules-based international order. All States must step up their efforts for a renewed rules-based order that benefits everyone, everywhere.”

For Palestinians in the occupied West Bank, 2022 was one of the deadliest years since the UN began systematically recording casualties in 2006, with at least 151 people, including dozens of children, killed by Israeli forces. Israeli authorities continued to force Palestinians from their homes, and the government is rolling out plans to drastically expand illegal settlements across the occupied West Bank. Instead of demanding an end to Israel’s system of apartheid, many Western governments chose to attack those denouncing it.

The USA has been a vocal critic of Russian violations in Ukraine and has admitted tens of thousands of Ukrainians fleeing the war, yet under policies and practices rooted in anti-Black racism, it expelled more than 25,000 Haitians between September 2021 and May 2022, and subjected many to torture and other ill-treatment.

EU member states opened their borders to Ukrainians fleeing Russian aggression, demonstrating that, as one of the richest blocs in the world, they were more than capable of receiving large numbers of people seeking safety and giving them access to health, education and accommodation. However, many kept their doors shut to those escaping war and repression in Syria, Afghanistan and Libya.

“Responses to Russia’s invasion of Ukraine gave us some evidence of what can be done when there is political will. We saw global condemnation, investigations of crimes, borders opened to refugees. This response must be a blueprint for how we address all massive human rights violations,” said Agnès Callamard.

The West’s double standards emboldened countries like China, and enabled Egypt and Saudi Arabia to evade, ignore and deflect criticism of their human rights record.

Despite massive human rights violations, amounting to crimes against humanity against Uyghur and other Muslim minorities, Beijing escaped international condemnation by the UN General Assembly, Security Council and Human Rights Council.

The UN Human Rights Council established a Special Rapporteur on the human rights situation in Russia and an investigative mechanism on Iran in the wake of deadly protests. But it voted not to further investigate or even discuss the UN’s own findings of potential crimes against humanity in Xinjiang, China, and discontinued a resolution on the Philippines.

“Countries applied human rights law on a case-by-case basis in a staggering show of blatant hypocrisy and double standards. States cannot criticize human rights violations one minute and, in the next, condone similar abuses in other countries just because their interests are at stake. It’s unconscionable and undermines the entire fabric of universal human rights,” said Agnès Callamard.

“We also need States that have so far failed to put their head above the parapet to take a stand against human rights abuses wherever they fall. We need less hypocrisy, less cynicism, and more consistent, principled and ambitious action by all states to promote and protect all rights.”.

Ruthless repression of dissent across the world

In 2022, Russian dissenters were taken to court and media houses were shut down just for mentioning the war in Ukraine. Journalists were imprisoned in Afghanistan, Ethiopia, Myanmar, Russia, Belarus and dozens of other countries across the world where conflicts raged.

In Australia, India, Indonesia and the UK, authorities passed new legislation imposing restrictions on demonstrations while Sri Lanka used emergency powers to curtail mass protests against the spiralling economic crisis. The UK law gives police officers wide-ranging powers, including the ability to ban “noisy protests”, undermining the freedoms of expression and peaceful assembly.

Technology was weaponized against many, to silence, prevent public assembly or disinform.

Iranian authorities responded to the unprecedented uprising against decades of repression with unlawful force through live ammunition, metal pellets, tear gas and beatings. Hundreds of people, including dozens of children, were killed. In December, Peruvian security forces used unlawful force, especially against indigenous people and campesinos, to quell protests during the political crisis that followed the ousting of former president Castillo. Journalists, human rights defenders and political opposition also faced repression including in Zimbabwe and Mozambique.

In response to growing threats to the right to protest, Amnesty International launched a global campaign in 2022 to confront states’ intensifying efforts to erode the fundamental right to freedom of peaceful assembly. As part of this campaign the organization calls for the adoption of a Poland were prosecuted for helping women access abortion pills.

Indigenous women continued to face disproportionately high levels of rape and other sexual violence in the USA. In Pakistan, several high-profile murders of women by family members were reported yet parliament failed to adopt legislation on domestic violence that had been pending since 2021. In India, violence against Dalit and Adivasi women, among other caste-based hate crimes, was committed with impunity.

Afghanistan witnessed a particularly significant deterioration of women and girls’ rights to personal autonomy, education, work, and access to public spaces, through multiple edicts issued by the Taliban. In Iran, the “morality police” violently arrested Mahsa (Zhina) Amini for showing strands of hair under her headscarf, and days later she died in custody amid credible reports of torture, sparking nationwide protests in which many more women and girls were injured, detained or killed.

“States’ hunger to control the bodies of women and girls, their sexuality and their lives leaves a terrible legacy of violence, oppression and stunted potential,” said Agnès Callamard.

Global action against threats to humanity woefully inadequate

In 2022, the world continued to suffer the fall-out of the Covid-19 pandemic. Climate change, conflict and economic shocks caused in part by Russia’s invasion of Ukraine further compounded the risks to human rights.

Economic crises meant 97% of the population of Afghanistan were living in poverty. In Haiti, the political and humanitarian crisis, exacerbated by widespread gang violence, left more than 40% of the population facing acute food insecurity.

Extreme weather conditions exacerbated by a rapidly warming planet triggered hunger and disease in several countries in South Asia and sub-Saharan Africa, including Pakistan and Nigeria where floods had a catastrophic impact on people’s lives and livelihoods and led to an outbreak of waterborne diseases, which killed hundreds.

Against this backdrop, countries failed to act in the best interests of humanity and address fossil fuel dependency, the main driver pushing us toward the biggest threat to life as we know it. This collective failure was another stark example of the weakness of current multilateral systems.

“The world is besieged by an onslaught of colliding crises including widespread conflict, cruel global economics with too many states burdened by unsustainable debt, corporate tax abuse, the weaponization of technology, the climate crisis and shifting tectonic plates of power. We stand no chance of surviving these crises if our international institutions aren’t fit for purpose,” said Agnès Callamard.

Dysfunctional international institutions need fixing

It is vital that international institutions and systems that are meant to protect our rights are strengthened rather than undermined. The first step is for UN human rights mechanisms to be fully funded, so that accountability and investigations can be pursued, and justice delivered.

Amnesty International is also calling for the UN’s key decision-making body, the Security Council, to be reformed to give a voice to countries and situations which have been traditionally ignored, especially in the global south.

“The international system needs serious reform to reflect the realities of today. We cannot allow the permanent members of the UN Security Council to continue wielding their veto power and abusing their privileges unchecked. The lack of transparency and efficiency in the Council’s decision-making process leaves the entire system wide open to manipulation, abuse and dysfunction,” said Agnès Callamard.

But while self-serving governments fail to put our human rights first, the human rights movement shows we can still draw inspiration and hope from the people these states should have protected.

In Colombia, the persistence of women’s rights activism and legal action contributed to the Constitutional Court’s decision to decriminalize abortion during the first 24 weeks of pregnancy. In South Sudan, Magai Matiop Ngong was released from prison, having been sentenced to death at the age of 15 in 2017. His release came after thousands of people around the world petitioned the authorities for his freedom.

Indigenous Mayan environmentalist Bernardo Caal Xol was released on parole after spending four years in jail in Guatemala on bogus charges. After years of campaigning by women’s movements in Spain, the country’s parliament passed a law placing consent at the centre of the legal definition of rape. Kazakhstan and Papua New Guinea repealed the death penalty.

“It is easy to feel hopeless in the face of atrocities and abuses but throughout the last year, people have shown we are not powerless,” said Agnès Callamard.

“We’ve witnessed iconic acts of defiance, including Afghan women marching against Taliban rule and Iranian women walking unveiled in public or cutting their hair to protest compulsory veiling laws. Millions of people who have been systematically oppressed by patriarchy and racism took to the streets to demand a better tomorrow. They did so in previous years and they did so again in 2022. On 27 January 2023, the official launch ceremony of 2023 as the International Year of Dialogue as a Guarantee of Peace took place at the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan in Ashgabat. This official ceremony brought together over 200 representatives from the UN Member States, UN sister agencies including the United Nations Office on Drugs and Crime, Regional Office for Central Asia, relevant international and regional organizations, and civil society in person and online.

The year 2023 was declared as the International Year of Dialogue as a Guarantee of Peace, according to the resolution 77/32 of the United Nations General Assembly at the initiative of Turkmenistan.

This resolution was adopted by consensus and was co-sponsored by 68 member countries of the Organization, including all countries of Central Asia.

Turkmenistan underlines that the initiative directly correlates with the António Guterres, United Nations Secretary-General’s “New Agenda for Peace”, which includes reducing global strategic risks, investing in conflict prevention and peacemaking, and supporting regional preventive measures.

Vepa Hajiyev, Deputy Minister of Foreign Affairs of Turkmenistan in his opening remarks noted: “Today we are starting a joint results-oriented work to create conditions for improving and developing international relations, restore trust in the world politics, and establish a respectful dialogue. Currently, these principles and goals are particularly relevant against the background of the existing systemic problems of international relations. In this context, we see a common task in turning the International Year of Dialogue as a Guarantee of Peace into a powerful constructive process designed to provide an incentive for dialogue, cooperation, and mutual understanding”.

Ashita Mittal, UNODC Regional Representative for Central Asia in her speech emphasized: “While the World, and the region, in particular face the triple crisis of conflicts, climate change and COVID, magnifying the impact of the world drug problem, organized crime and terrorism, and deepening vulnerabilities and desperation, we in Central Asia need to join our efforts to strengthen peace, stability, and security in the region, especially through negotiations and dialogue.”

During the event, UN sister agencies, national and international participants presented their initiatives and proposals to observe the International Year of Dialogue as a Guarantee of Peace, shared information on activities aimed at implementation of the International Declaration and Programme of Action on a Culture of Peace.

“The promotion of the international partnership, which is the basis of the UN Charter and the 2030 Agenda for Sustainable Development, is fundamental in preserving peace and security, supporting, developing and ensuring human rights. That’s why the adopted Resolution of the UN General Assembly, which calls for the development of dialogue as a valuable tool for resolving and preventing conflicts, alleviating tensions and settling disputes, is of particular value to us,”- highlighted Dmitry Shlapacheko, UN Resident Coordinator in Turkmenistan in his speech.

Following the official launch ceremony, the high-level participants adopted a Roadmap for the International Year of Dialogue as a Guarantee of Peace.

Let us remember that, even in cases of self-defense, peace is the ultimate goal, and that lasting peace can exist only without weapons.

Let us make non-violence a guide for our actions, both in daily life and in international relations.

And let us pray for a more widespread culture of non-violence, that will progress when countries and citizens alike resort less and less to the use of arms.

At the 146th Assembly of the Inter-Parliamentary Union (IPU) in Manama, Bahrain, parliamentarians representing close to 140 countries adopted by consensus the Manama Declaration Promoting peaceful coexistence and inclusive societies: Fighting intolerance and a landmark resolution on Cybercrimes: The new risks to global security.

The Manama Declaration: A message of hope

The Declaration follows a debate in which a record 151 parliamentarians spoke before an audience of their peers from every corner of the world.

In the Declaration, the parliamentarians pledge “to fight inequality through rights-based economic and social policies that put people before profit and the weak before the strong, and that uphold the equality and dignity of every person.” The declaration also urges parliamentarians “to implement the Sustainable Development Goals by 2030 – leaving no one behind – as the best hope for peace, democracy and sustainable development for all.”

The Declaration is a message of hope which calls for a more tolerant world where diversity is celebrated, and where every human being is recognized for their contribution to society.

It also calls for parliamentarians to make “hate-motivated acts and all forms of violence linked to religion, belief, xenophobia, racism or intolerance of marginalized groups an offence under the law”

Cybercrimes: The new risks to global security

The IPU resolution is timely given the increase in cybercrimes worldwide due to a growing reliance on technology and the digitalization of many aspects of life, which accelerated during the COVID-19 pandemic. It also means that a forthcoming United Nations convention on cybercrime, expected in 2024, will have direct upstream input from parliaments.

There is no comprehensive definition of cybercrimes. According to the United Nations Office on Drugs and Crime, cybercrimes are acts that violate the law and are perpetrated using information and communications technologies. Aside from attacks on computer systems, they include a wide range of other acts that can be facilitated by technology, including online child sexual exploitation and abuse..

The resolution underlines the need for international cooperation to address cybercrimes, as well as to protect global peace, security and economic stability while upholding human rights, including freedom of speech.

The resolution emphasizes the responsibility of parliaments in building a regulatory framework to protect citizens in cyberspace in the same way as in the physical world. It notes that cybercrimes may constitute a serious threat to democratic processes, especially interference in elections through cybersecurity breaches or false social media accounts.

It acknowledges that women, young people and children are among the most vulnerable and suffer from the most aggressions on the internet.

The resolution is the result of a long consultative process, including a record 320 amendments received from Member Parliaments, often with opposing views, culminating in a final agreed text, demonstrating the importance and sensitivity of the issue today.

The resolution also shows that there is a growing appetite to include the voices of parliamentarians, as representatives of the people, in United Nations processes and conventions. The IPU resolution and the future United Nations convention should ultimately lead to stronger national legislation to combat cybercrimes.

Action on humanitarian crises

The Assembly also adopted an emergency item resolution on Raising awareness and calling for action on the serious humanitarian crises affecting the peoples of Afghanistan, the Syrian Arab Republic, Ukraine, Yemen and other countries, and on the particular vulnerability of women and children.

The resolution calls on the international community to collaborate to protect human lives, to alleviate suffering, to safeguard dignity, and to guarantee access to basic services such as food, medical care, water and shelter for all persons, regardless of their origins, through legal and policy measures at the national level.

Peacebuilding

With ongoing wars and multiple conflict situations around the world, the IPU stepped up its role at the Assembly as a global convener of parliaments, promoting dialogue and diplomacy between countries.

The IPU Task Force for the peaceful resolution of the war in Ukraine met again with high-level delegations of MPs from both the Russian Federation and Ukraine, separately, with a view to keeping parliamentary diplomatic channels open for future peacebuilding.

The IPU Committee on Middle East Questions brought together parliamentarians from the region, including MPs from Palestine and the first parliamentary delegation from Israel to visit Bahrain since the normalization of relations between the two countries through the 2020 Abraham Accords.

The IPU Group of Facilitators on Cyprus also met to take stock of and propose measures to soothe tensions on the island.

Chinese proposal of principles for a peace settlement of the Ukraine War and reactions around the world

China’s Position on the Political Settlement of the Ukraine Crisis

1. Respecting the sovereignty of all countries. Universally recognized international law, including the purposes and principles of the United Nations Charter, must be strictly observed. The sovereignty, independence and territorial integrity of all countries must be effectively upheld. All countries, big or small, strong or weak, rich or poor, are equal members of the international community. All parties should jointly uphold the basic norms governing international relations and defend international fairness and justice. Equal and uniform application of international law should be promoted, while double standards must be rejected. 

2. Abandoning the Cold War mentality. The security of a country should not be pursued at the expense of others. The security of a region should not be achieved by strengthening or expanding military blocs. The legitimate security interests and concerns of all countries must be taken seriously and addressed properly. There is no simple solution to a complex issue. All parties should, following the vision of common, comprehensive, cooperative and sustainable security and bearing in mind the long-term peace and stability of the world, help forge a balanced, effective and sustainable European security architecture. All parties should oppose the pursuit of one’s own security at the cost of others’ security, prevent bloc confrontation, and work together for peace and stability on the Eurasian Continent.

3. Ceasing hostilities. Conflict and war benefit no one. All parties must stay rational and exercise restraint, avoid fanning the flames and aggravating tensions, and prevent the crisis from deteriorating further or even spiraling out of control. All parties should support Russia and Ukraine in working in the same direction and resuming direct dialogue as quickly as possible, so as to gradually deescalate the situation and ultimately reach a comprehensive ceasefire. 

4. Resuming peace talks. Dialogue and negotiation are the only viable solution to the Ukraine crisis. All efforts conducive to the peaceful settlement of the crisis must be encouraged and supported. The international community should stay committed to the right approach of promoting talks for peace, help parties to the conflict open the door to a political settlement as soon as possible, and create conditions and platforms for the resumption of negotiation. China will continue to play a constructive role in this regard. 

5. Resolving the humanitarian crisis. All measures conducive to easing the humanitarian crisis must be encouraged and supported. Humanitarian operations should follow the principles of neutrality and impartiality, and humanitarian issues should not be politicized. The safety of civilians must be effectively protected, and humanitarian corridors should be set up for the evacuation of civilians from conflict zones. Efforts are needed to increase humanitarian assistance to relevant areas, improve humanitarian conditions, and provide rapid, safe and unimpeded humanitarian access, with a view to preventing a humanitarian crisis on a larger scale. The UN should be supported in playing a coordinating role in channeling humanitarian aid to conflict zones.

6. Protecting civilians and prisoners of war (POWs). Parties to the conflict should strictly abide by international humanitarian law, avoid attacking civilians or civilian facilities, protect women, children and other victims of the conflict, and respect the basic rights of POWs. China supports the exchange of POWs between Russia and Ukraine, and calls on all parties to create more favorable conditions for this purpose.

7. Keeping nuclear power plants safe. China opposes armed attacks against nuclear power plants or other peaceful nuclear facilities, and calls on all parties to comply with international law including the Convention on Nuclear Safety (CNS) and resolutely avoid man-made nuclear accidents. China supports the International Atomic Energy Agency (IAEA) in playing a constructive role in promoting the safety and security of peaceful nuclear facilities.

8. Reducing strategic risks. Nuclear weapons must not be used and nuclear wars must not be fought. The threat or use of nuclear weapons should be opposed. Nuclear proliferation must be prevented and nuclear crisis avoided. China opposes the research, development and use of chemical and biological weapons by any country under any circumstances.

9. Facilitating grain exports. All parties need to implement the Black Sea Grain Initiative signed by Russia, Türkiye, Ukraine and the UN fully and effectively in a balanced manner, and support the UN in playing an important role in this regard. The cooperation initiative on global food security proposed by China provides a feasible solution to the global food crisis.

10. Stopping unilateral sanctions. Unilateral sanctions and maximum pressure cannot solve the issue; they only create new problems. China opposes unilateral sanctions unauthorized by the UN Security Council. Relevant countries should stop abusing unilateral sanctions and “long-arm jurisdiction” against other countries, so as to do their share in deescalating the Ukraine crisis and create conditions for developing countries to grow their economies and better the lives of their people.

11. Keeping industrial and supply chains stable. All parties should earnestly maintain the existing world economic system and oppose using the world economy as a tool or weapon for political purposes. Joint efforts are needed to mitigate the spillovers of the crisis and prevent it from disrupting international cooperation in energy, finance, food trade and transportation and undermining the global economic recovery.

12. Promoting post-conflict reconstruction. The international community needs to take measures to support post-conflict reconstruction in conflict zones. China stands ready to provide assistance and play a constructive role in this endeavor.

Reactions around the world

As expected and widely reported, the Chinese proposal was welcomed by Russia and Belarus and rejected by the United States and its NATO allies.

But what about the rest of the world.

The proposal was officially welcomed and supported by President Orban of Hungary and by the Minister of International Relations of South Africa. The support by Hungary was reported as headline news in Cuba and Niger. The South African support was echoed in columns published by the South African news sites Business Live and SABC news.

Writing from Brazzaville, Congo, the journal Adiac reported the remarks of the Chinese ambassador to that country by headlining “China offers ways out of the crisis in Ukraine.”

Many media around the world criticised the fact that the Chinese proposal failed to demand the return of regions seized by Russia, including Arab News published in Saudi Arabia, Jornada of Mexico and Utusan Malaya .

On the other hand, the Mexican commentator Javier Jiménez Olmos welcomed the proposal, saying that the return of regions seized by Russia is implied by the proposal’s recognition of Ukrainian sovereignty and its territorial integrity.

Other media simply said that the plan has no chance of success unless the Americans and NATO change their opposition, for example the Emirates Center for Policies and commentator Jamil Matar from Egypt.

In this regard, the editorial of the Business Standard of Bangladesh said that the American refusal shows that “America is losing influence and prestige globally” and Ahmed Al-Hiyari, writing from Jordan, said, All the items that China put forward in its paper have already been adopted by the Americans and Europeans through their positions towards the war in Ukraine, whether it is respect for the sovereignty of all countries and that all countries are equal, regardless of their size, strength or wealth, or abandoning the imposition of unilateral sanctions and renouncing the Cold War mentality, and stopping Fighting and conflict. . . . Nevertheless, the Americans and Europeans hastened to say that it did not amount to a plan, and at another time by questioning it. . . .The red line is that China is forbidden to succeed in Ukraine.

The Libyan media Tawasul headlined the remarks by the deputy spokesman for the United Nations Secretary-General, Farhan Haq, who said: “It is too early for the international organization to evaluate the Chinese peace proposal to end the war in Ukraine. We will need more details on the proposal in the first place.”

Some voices were more critical of the Chinese proposal.

Writing from India, Ranjit Kumar of the Navbgarat Times said that “The 12-point proposal put forward by China is heavily tilted in favor of Russia. . . Ukraine cannot accept China’s peace offer because the Russian army’s advance will turn into the Russia-Ukraine border if the ceasefire comes into force.

And writing from Indonesia, the news agency Inilah quotes the India-based EurAsian Times that the Chinese plan contradicts their own policy towards Taiwan, since the Chinese do not respect their sovereignty and have imposed sanctions against them.

New report of Inter-Parliamentary Union shows that women MPs have never been so diverse

According to the latest IPU report, Women in Parliament 2022, women’s participation in parliament has never been as diverse and representative as it is in many countries today. And for the first time in history, not a single functioning parliament in the world is male-only.

The findings in the annual IPU report are based on the 47 countries that held elections in 2022. In those elections, women took an average 25.8% of seats up for election or appointment. This represents a 2.3 percentage point increase compared to previous renewals in these chambers.

Brazil saw a record 4,829 women who identify as black running for election (out of 26,778 candidates); in the USA, a record number of women of colour (263) stood in the midterm elections; LGBTQI+ representation in Colombia tripled from two to six members of the Congress; and in France, 32 candidates from minority backgrounds were elected to the new National Assembly, an all-time high of 5.8% of the total.  

Other positive trends include technological and operational transformations, largely due to the COVID-19 pandemic, which have increased the potential for parliaments to become more gender-sensitive and family-friendly. The influence of gender issues on election outcomes, with increased awareness of discrimination and gender-based violence, as well as alliances with other social movements, also helped drive strong results for women in some of the parliamentary elections.

However, overall progress towards global gender equality remains painfully slow: the global share of women in parliaments stood at 26.5% on 1 January 2023, a year-on-year increase of only 0.4 percentage points, the slowest growth in six years.

Mixed regional findings

Overall, six countries now have gender parity (or a greater share of women than men) in their lower or single chamber as of 1 January 2023. New Zealand joined last year’s club of five consisting of Cuba, Mexico, Nicaragua, Rwanda and the United Arab Emirates (UAE), at the top of the IPU’s authoritative global ranking of women in parliament.

Other notable gains in women’s representation were recorded in Australia (the strongest outcome of the year with a record 56.6% of seats won by women in the Senate), Colombia, Equatorial Guinea, Malta and Slovenia.

High stakes elections in Angola, Kenya and Senegal all saw positive strides for women. Wide divides characterized results in Asia: record numbers of women were elected to the historically male-dominated Senate in Japan but in India, elections to the upper chamber led to women occupying only 15.1% of seats, well below the global and regional averages.

The Pacific saw the highest growth rate in women’s representation out of all the regions, gaining 1.7 percentage points to reach an overall average of 22.6% women in parliament. Every Pacific parliament now has at least one woman legislator.

In the 15 European chambers that were renewed in 2022, there was little shift in women’s representation, stagnating at 31%.

In the Middle East and North Africa region, seven chambers were renewed in 2022. On average, women were elected to 16.3% of the seats in these chambers, the lowest regional percentage in the world for elections held in the year. Three countries were below 10%: Algeria (upper chamber: 4.3%), Kuwait (6.3%) and Lebanon (6.3%).

Bahrain is an outlier in the region with a record eight women elected to the lower chamber, including many first-time lawmakers. 73 women ran for election to the lower chamber (out of a total of 330 candidates) compared with the 41 women who ran in the last election in 2018. Ten women were also appointed to the 40-member upper chamber.

Quotas work

Legislated quotas were again a decisive factor in the increases seen in women’s representation. Legislated quotas enshrined in the constitution and/or electoral laws require that a minimum number of candidates are women (or of the under-represented sex). Chambers with legislated quotas or combined with voluntary party quotas produced a significantly higher share of women than those without in the 2022 elections (30.9% versus 21.2%).

Women’s leadership on climate change

Women in Parliament 2022 gives several examples of female climate leadership including Prime Minister Sanna Marin of Finland, who has pushed for net zero by 2035, and Prime Minister Mia Mottley of Barbados, who is aiming to phase out fossil fuels by 2030.

At COP27, the UN Climate Change Conference, Senator Sherry Rehman, the Minister of Climate Change in Pakistan, was one of the prominent advocates which led to the successful establishment of a loss and damage fund to support poorer countries who are greatly affected by climate change. However, despite this leadership, women continue to be under-represented in decision-making positions on climate. For example, women accounted for less than 34% of country negotiating teams and only 7 out of 110 Heads of State present at COP27.

United Nations: CSW67 Opening statement: Digital rights are women’s rights

A new kind of poverty now confronts the world, one that excludes women and girls in devastating ways—that of digital poverty.   

The digital divide has become the new face of gender inequality, which is being compounded by the pushback against women and girls that we see in the world today.

That is why the work of this 67th Commission on the Status of Women (CSW) could not be more timely nor more critical.   

We meet to do what this Commission does best: develop norms and standards for an urgent issue of significant importance that offers both opportunity and challenge.  

The CSW mandate is exemplified in the priority theme of this year’s Commission. 
  
The digital revolution presents unprecedented opportunities for women and girls.  At the very same time, it has also given rise to profound new challenges, compounding gender inequalities in severe ways.   

The Secretary-General’s report is unambiguous. We will not achieve gender equality without closing the digital gap. 
 
The data are sobering.  Women are 18 per cent less likely than men to own a smartphone, and far less likely to access or use the Internet.  This past year alone, 259 million more men than women were online. Only 28 per cent of engineering graduates and 22 per cent of artificial intelligence workers globally are women, despite girls matching boys’ performance in science and technology subjects across many countries.
   
In the technology sector globally, women not only occupy fewer positions, but they also face a gender pay gap of 21 per cent.  Nearly half of all women working in technology have faced workplace harassment. 

The gap in access to digital tools and opportunity is widest where women and girls are often most vulnerable. This gap disproportionately affects women and girls with low literacy or low income, those living in rural or remote areas, migrants, women with disabilities, and older women.  It jeopardizes our promise to leave no one behind. 
    
These differences have serious consequences for women and girls.   

The digital divide can limit women’s access to life-saving information, mobile money products, agricultural extension, or online public services.  In turn, this fundamentally influences whether a woman completes her education, owns her own bank account, makes informed decisions about her body, feeds her family, or gains productive employment. 
  
At its heart, the digital gap is pervasive because technology is pervasive in all aspects of our modern lives. 
  
We must also squarely face the threats to the safety and well-being of girls that technology can present when abused.  Even where they enjoy access to digital tools and services, discrimination has taken a foothold and continues to find new ways to deny them their rights. 
  
Research has shown that 80 per cent of children in 25 countries reported feeling in danger of sexual abuse and exploitation when online, with adolescent girls the most vulnerable. 

A survey of women journalists from 125 countries found that three-quarters had experienced online violence in the course of their work and a third had self-censored in response. 

Afghan women who spoke out through YouTube and blogging had their doors marked by the Taliban, with many fleeing their country for safety.  
 
In Iran, and as noted in the Secretary General´s report on the situation of human rights there, many women and girls continue to be targeted because of their participation in online campaigns.  
 
We continue to see radical groups and some governments use social media to target women, particularly women human rights defenders.  

Women’s rights activists cannot play their role in advancing equality if they fear reprisals.  They become, in effect, invisible.   

This is the new, digital repression and oppression. We stand in full solidarity with women and girls subjected to repression and oppression worldwide. 

The reality is that those forces and actors who would deny women and girls their rights are as adaptable as they are evil. 
  
So, we must adapt faster and more effectively than they do, with stronger responses, protections and ultimately, greater resolve.  
 
Technology and innovation are indeed enablers.  What they enable is up to us. 

At the same time, the digital revolution offers the potential for unprecedented improvement in the lives of women and girls.  We must not spurn it. 

Research by UN Women and DESA shows that global progress towards the SDG targets has become more precarious than ever.   

We live in a world of poly-crises that make progress ever more uneven including in the digital space, creating new and unique barriers for women and girls.   

These crises span from the still-unresolved challenges of COVID, to the global economic divide advancing unprecedented inequities across food and energy access, to conflict and instability such as that in Afghanistan, the Democratic Republic of the Congo, Haiti, Myanmar, the Occupied Palestinian Territory, Ukraine and Yemen. 

We need every advantage we can find to bring the SDGs back on track. 

Technology and innovation are proven accelerators to drive concrete progress, once again, across the 2030 Agenda for Sustainable Development.

Harnessed effectively, technology and innovation can be the game-changers to catalyse poverty reduction, decrease hunger, boost health, create new jobs, mitigate climate change, address humanitarian crises, improve energy access and make entire cities and communities safer and more sustainable – benefitting women and girls. Now is the time to shape the outcomes of CSW67 to inform the SDG Summit and the Summit of the Future in 2024 and the Global Digital Compact. 

In countless ways, the Sustainable Development Goals depend on the world’s ability to leverage technology and innovation for good.   

Consider social media.  It allowed women, desperately seeking help in the face of rising domestic violence during COVID-19 lockdowns, to access information and support.   

It has generated ‘heat maps’ to focus disaster response, most recently in the tragic earthquakes of Türkiye and Syria.  

Social media has been a crucial connector for the women’s movement within and between countries. 

Technology has facilitated our work across UN Women’s bold mandate.   

In countries such as Niger and Haiti, we have been able to digitalize data collection in Rapid Gender Assessments, saving time and money, as well as offering new, more powerful data management and visualization. 

In Ukraine, national authorities, civil society organizations and the private sector are working together to build digital solutions that support gender-responsive aid, economic recovery and reduce digital gaps.   

From artificial intelligence to virtual reality, to the blockchain – possibilities to harness technology, to save and improve lives and achieve the vision of the United Nations Charter, where every member of the human family lives a life of freedom and dignity, seem truly limitless.  

It is up to us to decide the course we wish to chart, and whether, ultimately, we use the opportunity being afforded us to build a better world, leaving no woman or girl behind in the digital revolution.   

Let me turn to the way forward. 

Our challenge is not to train more women or distribute mobile handsets.  Rather, it is to fix the institutions and the harmful gender stereotypes surrounding technology and innovation that fail women and girls.   

The Secretary-General’s report offers us solutions that I hope will be reflected in your Agreed Conclusions.   

First, we must close the gender digital divide.  Every member of society, especially the most marginalized, must have equal access to digital skills and services.  Digital services, especially e-government services, must be tailored and accessible for all women and girls. 

Second, we must invest in digital, science and technology education for girls and women, including those girls who missed out on education first time around.   

These opportunities cannot merely be the provision of basic computer skills. They must extend to the whole suite of capabilities needed to secure 21st century jobs in a digital world.  

Third, we must ensure jobs and leadership positions for women in the tech and innovation sectors.  As the Secretary-General said: “There is a great danger for gender equality, misogyny is embedded in the Silicon Valleys of this world”.  This demands profound institutional change.  That burden lies in large part on the leaders of the technology sector.    

Fourth, we must ensure transparency and accountability of digital technology. By design, technology must be safe, inclusive, affordable, and accessible.  This includes ensuring that unconscious or conscious bias is not embedded into new technologies and in the field of artificial intelligence.   

Fifth, we must place the principles of inclusion, intersectionality, and systemic change at the core of digitalization.  

If women are not included among technology and artificial intelligence creators, or decision-makers, digital products will not reflect the priorities of women and girls.    We must ensure that women and girls are a central part of the design, development, and deployment of technology.   

Sixth, we must confront misinformation head on, and we must work with men and boys to foster ethical and responsible online behaviour and make equality a cornerstone of digital citizenship. 

Finally, we must make the necessary effort and investment to ensure that online spaces are free of violence and abuse, with mechanisms and clear accountability to tackle all forms of harassment and discrimination and hate speech.   

We have turned a blind eye to their damaging effects for too long.   

Technology should liberate, it is instead aggravating violence, with online behaviours that seek to control, harm, silence or discredit the voices of women and girls.  

If we do not leave this Session having said collectively, unambiguously, “enough, no more”, then we will have failed. 

All these solutions demand the concerted actions not only of governments but of the whole of society, and in particular the private sector.   

The Action Coalition on Technology and Innovation, launched as part of the Generation Equality Forum, is one example of a platform that cultivates multi-stakeholder partnerships dedicated to advance gender equality through alliances between governments, private sector, youth, civil society, and the UN System.  We need to see this reflected at national levels and extended further. 

The issues of which this Commission is seized have always evolved, but rarely has that evolution been so dramatic, the opportunities it presents so transformative, the threats accompanying it so alarming, yet the solutions so clear.   

The pace of change demands that we contribute a global normative framework that ensures we harness technology towards the achievement of gender equality –  and that we do it here and now.   

We cannot indulge in distraction when presented with an opportunity to achieve something so necessary and so timely.  
 
I am confident we will spare no effort in showing that this Commission is of one mind and asserts with one voice that “digital rights are women’s rights”.  

This must be the vision and the outcome of CSW67.
