Participatory Budgeting for Youth in Rosario, Argentina

Participatory Budget for Youth is a mechanism of participation oriented to young people of Rosario between 13 and 18 years old, incorporating discussion, agreement and voting as tools to allocate part of the municipal budget for the implementation proposals and projects.

It is mediated by a partnership with the provincial government to articulate the experience in secondary schools in the city that wish to incorporate this exercise in direct democracy as part of their curriculum.

It is also implemented in the Neighborhood Social Centers, through participation of members of youth social organizations.

At year's end, schools that so choose can become headquarters of the voting process of the projects designed by young people, allowing them to experience the practice of a form of democracy that involves direct participation in the decisions and actions of city management.

To carry out this partnership, the Youth Directorate of the Ministry of Social Promotion, produces educational materials that guide the process in schools and provides advisory teams to accompany principals and teachers who lead the youth debates on the projects.

From 4 to 24 November 2013 voting took place in all districts for the Participatory Budgeting for Youth – 2014 for selection of projects to be implemented in 2014 with a budget of 2,310,000 pesos [=283,470.47 US dollars].

The initial stage of the Participatory Budgeting for Youth – 2015 is now taking place for projects that will be submitted to a vote at the end of the year.
