UNESCO, which was created in 1948 to "construct the defenses of peace," approved at their 1857th session of the Executive Board the implementation of intersectoral platforms including one for "a culture of peace and non-violence" .

While the world is experiencing the devastating effects of negative orientations and while people everywhere are aware of the need to act on their future and even their survival, the PNG "Culture of Peace" working group of UNESCO has proposed the project "Marionettes engaged for peace" which was approved by the Executive Board. Several international NGOs are involved in the enrichment of this project.
The proposed project is open to all, especially to young people, from all regions of the world. It appeals to their creative talents to express their needs and desires for peace through the art of puppetry.
Each team of marionettes should choose a theme concerning peace in the broadest sense, using the technique of their own choice. It can be silent or voiced, with translation if needed. The creations must be filmed and sent to be reviewed by the organizing committee. Languages may be French, English, Spanish, Portuguese or Esperanto.
All the works will be presented continuously to UNESCO September 25, 2013, on multiple screens, and a ceremony will be held to showcase a selection of films along with several live puppet shows.
Calendar:
From October 2012 to 15 May 2013: creation and transmission of filmed works to the jury
From May to June 2013: review of the works and awarding of prizes
September 21: International Day of Peace
25 September 2013 at UNESCO: Marionettes on stage for peace

Yes, the arts do create a basis for a culture of peace.
The question I would raise is where are the visual artists who have produced a Guernica like painting of Felluja? Paintings last longer than photographs which are too often fleeting.
Do the poets against the war meet annually?
I caught a bit of an interesting tv show which featured world class artists such as Wole Soyinka speaking in Israel/Palestine about ways to further the peace movement there. Did anyone else see the entire show?
I hope a local Peace Day could emulate the UN opening ceremony .
