At the Miraflores Palace in Caracas, he also called on citizens to join the National Plan for Peace and Coexistence, which seeks to promote a culture of peace and reduce crime rates in the country.

It should be a "dialogue of strength and not weakness ; a dialogue on the country and its future, a dialogue based on peace, a dialogue among those with differences, each with their position; a constructive dialogue to define key issues where we all can unite," said Maduro.

"I reaffirm the call, as Head of State, as Head of Government, and as President, to affirm to everyone with passion and conviction that this is the way forward. The way forward is dialogue with the people and with all sectors,"continued Maduro.

The head of state said that on the basis of the plan, released last Friday, it is possible to fight against crime.

During his speech, Maduro read some reflections of Pope Francis transcribed in the book "Through the Year with Pope Francis: Daily Reflections," which reflects some of his homilies, letters and messages.

"Between selfish indifference and violent protest, there is always an option: the dialogue, dialogue between generations, dialogue with the people, because we are all part of the people with the ability to give and receive, always remaining open to the truth. . . A country grows when its diverse cultural riches dialogue constructively, when the dialogue includes popular culture, universities, youth, artists, the technological sector, economic culture, the culture of the families and the media" continues the text of the Pope, as quoted by Maduro.

Once again in the beginning of 2014 there are many demonstrations that seemed aimed at overthrowing the Venezuelan government.

Is the United States supporting them in order to abolish a leftist government in "its" hemisphere?

And for an assessment by Tom Hayden, a veteran peace activist of the US and a hero for many of us during the 60's, see his blog.

Hayden states that Obama may not be aware of it, "But there's another US "government", a secret network that works tirelessly to undermine any Latin American threat to the dominance of American capital and military power. They understand that the president must be provided with "plausible deniability", and so they keep Obama out of the loop. Sometimes they operate through the CIA, sometimes under Republican-Democratic "democracy promotion" programs, sometimes through third parties such as the Florida-based FTI Consulting. Democratic Party political consultants and pollsters have worked for Venezuela's opposition. It's difficult even for a president to keep a grip on it all. And that being the case, transparency disappears for the US Congress and public."

Who says there is no "culture of war"?

P.S.  In a similar vein, see the analysis by Eva Golinger.

On the other hand, there are complaints of human rights violations against the protesters by the police.
