In their press release, the Council considered that teaching should be done "with a special focus as proposed by UNESCO". UNESCO is the United Nations Educational, Scientific and Cultural Organization.

They said that the proposal is "in order to reduce violence in our country, in the short and medium term", violence that cost more than 50,000 lives.

Another proposal of the Council of Organizations for Culture of Peace was that the Ministry of Education should declare the 2013 as the year of Education for Peace.

The fifth meeting of the Council of Organizations for Culture of Peace was held on 18 and 19 December, and was attended by about 20 agencies from the region and from other states.

Among the organizations attending were the civil society associations: Esfuerzos Conjuntos, Alternativas Pacificas, La Paz Comienza con los Niños, Jóvenes pro la Paz, Comnapaz Organismo Ciudadano, Fundación Juventud Siglo XXI, Transcend Capítulo México, and Fundación en Movimiento, as well as Creeser, EsPeRe, México, Tejedoras de Cambios, Universidad Albert Einstein, Consejo Cívico, la Asociación de Educadores para la Paz, and Alinea Consultores.
