Wikipedia Blackout Protests Threat to Internet Freedom

Wikipedia, the Internet encyclopedia, decided to close its English language service for 24 hours on January 18-19 in order to protest a proposed law in the United States that would threaten Internet Freedom. The decision was announced by Sue Gardner, the Executive Director of the Wikimedia Foundation on January 16, 2012.

Ms Gardner stated on the Wikipedia site that "the blackout is a protest against proposed legislation in the United States—the Stop Online Piracy Act (SOPA) in the U.S. House of Representatives, and the PROTECT IP Act (PIPA) in the U.S. Senate—that, if passed, would seriously damage the free and open Internet, including Wikipedia. This will be the first time the English Wikipedia has ever staged a public protest of this nature, and it’s a decision that wasn’t lightly made."
As she explained, "It is the opinion of the English Wikipedia community that both of these bills, if passed, would be devastating to the free and open web. Over the course of the past 72 hours, over 1800 Wikipedians have joined together to discuss proposed actions that the community might wish to take against SOPA and PIPA. This is by far the largest level of participation in a community discussion ever seen on Wikipedia, which illustrates the level of concern that Wikipedians feel about this proposed legislation. The overwhelming majority of participants support community action to encourage greater public action in response to these two bills. Of the proposals considered by Wikipedians, those that would result in a “blackout” of the English Wikipedia, in concert with similar blackouts on other websites opposed to SOPA and PIPA, received the strongest support."
. . . "In making this decision, Wikipedians will be criticized for seeming to abandon neutrality to take a political position. That’s a real, legitimate issue. We want people to trust Wikipedia, not worry that it is trying to propagandize them. But although Wikipedia’s articles are neutral, its existence is not. As Wikimedia Foundation board member Kat Walsh wrote on one of our mailing lists recently, 'We depend on a legal infrastructure that makes it possible for us to operate. And we depend on a legal infrastructure that also allows other sites to host user-contributed material, both information and expression. . . Where it can be censored without due process, it hurts the speaker, the public, and Wikimedia . . .'"
Ms Gardner continued: "My hope is that when Wikipedia shuts down on January 18, people will understand that we’re doing it for our readers. We support everyone’s right to freedom of thought and freedom of expression. We think everyone should have access to educational material on a wide range of subjects, even if they can’t pay for it. We believe in a free and open Internet where information can be shared without impediment. We believe that new proposed laws like SOPA—and PIPA, and other similar laws under discussion inside and outside the United States—don’t advance the interests of the general public. . .
The reality is that we don’t think SOPA is going away, and PIPA is still quite active. Moreover, SOPA and PIPA are just indicators of a much broader problem. All around the world, we're seeing the development of legislation intended to fight online piracy, and regulate the Internet in other ways, that hurt online freedoms. Our concern extends beyond SOPA and PIPA: they are just part of the problem. We want the Internet to remain free and open, everywhere, for everyone.

"* Some 1,271 government organizations and 1,931 private companies work on programs related to counterterrorism, homeland security and intelligence in about 10,000 locations across the United States.
* An estimated 854,000 people, nearly 1.5 times as many people as live in Washington, D.C., hold top-secret security clearances.
* In Washington and the surrounding area, 33 building complexes for top-secret intelligence work are under construction or have been built since September 2001. Together they occupy the equivalent of almost three Pentagons or 22 U.S. Capitol buildings - about 17 million square feet of space.
* Many security and intelligence agencies do the same work, creating redundancy and waste. For example, 51 federal organizations and military commands, operating in 15 U.S. cities, track the flow of money to and from terrorist networks.
* Analysts who make sense of documents and conversations obtained by foreign and domestic spying share their judgment by publishing 50,000 intelligence reports each year - a volume so large that many are routinely ignored." . . .
"Every day across the United States, 854,000 civil servants, military personnel and private contractors with top-secret security clearances are scanned into offices protected by electromagnetic locks, retinal cameras and fortified walls that eavesdropping equipment cannot penetrate. . .
Much of the information about this mission is classified. That is the reason it is so difficult to gauge the success and identify the problems of Top Secret America, including whether money is being spent wisely. The U.S. intelligence budget is vast, publicly announced last year as $75 billion, 21/2 times the size it was on Sept. 10, 2001. But the figure doesn't include many military activities or domestic counterterrorism programs."
As we said in the draft Declaration and Programme of Action on a Culture of Peace that we sent from UNESCO to the UN General Assembly in 1998:
"98. It is vital to promote transparency in governance and economic decision-making and to look into the proliferation of secrecy justified in terms of 'national security', 'financial security', and 'economic competitiveness'. The question is to what extent this secrecy is compatible with the access to information necessary for democratic practice and social justice and whether, in some cases, instead of contributing to long-term security, it may conceal information about processes (ecological, financial, military, etc.) which are a potential threat to everyone and which need therefore to be addressed collectively."
